  1. Midcontinent Independent System Operator, Inc. “Reliability Coordination Panel Discussion” Ron Arness Director Operations Planning WECC Annual Member Meeting Sept 11, 2018 | Tempe, Az

  2. Midcontinent Independent System Operator, Inc. Vision “The most reliable, value-creating RTO” Mission “Work collaboratively and transparently with our stakeholders to enable reliable delivery of low-cost energy through efficient, innovative operations and planning.” 1

  3. Who We Are : • Independent, non-profit organization responsible for maintaining reliable transmission of power in 15 states and one Canadian province Our Role: • MISO is a service company that provides reliability to the electric grid • MISO administers the market for electricity producers and users on a wholesale level • MISO does not generate or buy electricity 2

  4. What We Do: • Monitor energy transfers on the high voltage transmission system • Schedule transmission service • Manage power congestion through security- constrained economic dispatch • Operate day-ahead, real-time energy, & operating reserves markets • Regional transmission planning 3

  5. MISO Evolution 4

  7. MISO’s large seam includes a diverse set of neighbors (e.g., RTOs, Cooperatives, IOUs) 6

  8. Coordination of neighboring seams reliability achieved through multiple types of agreements • Joint Operating Agreement (JOA) – Congestion Management Process (CMP) – Interregional Coordination Process (M2M) – Examples – PJM, SPP • Coordination Agreement – Examples – Manitoba Hydro (MH), Ontario (IESO) • Reliability Coordinator Coordination Agreement – Examples – MISO-TVA, MISO-Southern Co, MISO-WECC • Adjacent Balancing Authority Agreement – Examples – MISO-AECI 7

  9. Considerations for Reliable Management of Multiple Neighboring Seams • Clarity of Communication • Congestion Management Tools – Internal Security Constraint Economic Dispatch – Loop Flows • Market-to-Market (MISO/PJM/SPP) • Transmission Loading Relief Procedure (TLR) – Safe Operating Mode • Models (MISO & External) – SPP/PJM(NYISO)/TVA/SOCO/SAS/IESO – Updates (frequency) • Drills 8
