HILLSIDE MINE COMMUNITY VOICE HILLSIDE PEPR – TRAFFIC MANAGEMENT PLAN 3 JULY 2017
TRAFFIC MANAGEMENT PLAN OBJECTIVES OF PLAN The objective of this Plan is to provide the framework for: • ensuring compliance with all relevant statutory requirements; • Rex Minerals Policies and Standards; • implementing tools and practices to manage and minimise the impact of traffic on the environment; • providing details on traffic management responsibilities; and • maintaining an effective response mechanism to deal with issues and complaints. 2
TRAFFIC MANAGEMENT PLAN HILLSIDE PROJECT ESTIMATED TRAFFIC Based on a workforce of ~500 people Majority of medium / heavy vehicle movements will occur north of the Sandy Church Road and Yorke Highway intersection. Estimated that two thirds of the light vehicles will travel north and one third will travel south. Table 1: Vehicle movements per day from and to the Hillside Mine Vehicle Movements (per day) Traffic Type Light Vehicles Medium Vehicles Heavy Vehicles Passenger 260 Buses 16 Delivery Trucks 4 Concentrate Trucks 14 Blasting Agent Trucks 2 Fuel Trucks 10 TOTAL 260 20 26 3
TRAFFIC MANAGEMENT PLAN CONTROL MEASURES Pre-Planning • main road re-alignment and intersection upgrades as per DEC approved plan prior to site construction – Appendix 1; • scheduling timing of commercial traffic – daily and seasonal; • provide buses to minimise no. of light vehicles; • transport copper concentrate in closed containers; • seal and sweep access road. Operational Processes • vehicle cleaning system to be used; • induction, appropriate licences and permits for operators; • random alcohol and drug testing for on site personnel; • feedback and complaints process. Refer to Section 7 in the Plan for further detail. 4
TRAFFIC MANAGEMENT PLAN Highway re-alignment Rex consulted with YPC and DPTI from 2011 for input during early conceptual re-alignment considerations. The configuration put forward for approval was determined in consultation with YPC, DPTI, Tonkin Consulting (design engineers) and the CCG. Consideration was given DPTI requirements, safety, practicality, minimising impact to existing farmland and the general community, environmental and vegetation management, traffic volumes and noise considerations. After submissions, DPTI formally endorsed road plans as required by the statutory process, and final layout approved in Feb 2014 through Section 49 of Development Act by Development Assessment Commission. While Rex funds the new roads, YPC and DPTI will ultimately share ownership and control for public roads associated with the Hillside Mine. 5
TRAFFIC MANAGEMENT PLAN APPROVED ROAD RE-ALIGNMENT Road modifications summary include: • Realignment of the coastal section of Yorke Highway/St Vincent Highway to be outside the blast exclusion zone surrounding the pit. • Closure and relocation of the inland section of the Yorke Highway. • Upgrading sections of Sandy Church and Pine Point Roads. 6
