Parks Canada Public Hearing Presentation to the MVLWB Proposed Prairie Creek Mine, Canadian Zinc Corporation MV2008L2-0002, MV2008D0014, MV20078L2-0002 January 2012
Outline • Introduction to Nahanni National Park Reserve of Canada • Current Condition of Prairie Creek Aquatic Ecosystem • Topics: – Paste Backfill – Water treatment failures – Aquatic Effects Monitoring Plan – SSWQOs – Comments on other Intervener Recommendations – Wildlife
Nahanni National Park Reserve of Canada
Dehcho First Nations Traditional Territory • Consensus Team • Interim Park Management Arrangement
Communities in the Dehcho rely on the life sustaining waters of Nah ʔ ą Dehé. Water is key to culture. It is important for people, wildlife and plants that live in and are connected to Nah ʔ ą Dehé and for the people who visit the area.
Other Designations • Canadian Heritage River • World Heritage Site
Current Condition of Prairie Creek Aquatic Ecosystem • Recent study by Scrimgeour et al found: • Possible impairment of a few sites downstream of the mine in 2009
Current Condition of Prairie Creek Aquatic Ecosystem • Some elevated metal and phosphorus concentrations in the water downstream of the mine site • No impacts detected to the ecological integrity of the Prairie Creek ecosystem in Nahanni
Paste Backfill Volume • Recommendation 1: The efficiency of backfilling and density of tailings be monitored and predictions re-evaluated at appropriate intervals. • Recommendation 2: Should tailings begin to accumulate in the water storage pond beyond predictions, a re-evaluation of tailings management be initiated.
Paste Backfill Geochemistry • Recommendation 3: The mine water licence require monitoring of paste backfill characteristics and geochemistry impacts at a minimum including the above monitoring.
Water Treatment Failures 8.0 7.0 Concentrations of Zinc in mg/L in 2007 6.0 5.0 4.0 3.0 2.0 1.0 0.0 05-Jan 05-Feb 05-Mar 05-Apr 05-May 05-Jun 05-Jul 05-Aug Concentrations in Water Released at SNP 3-4 Maximum Grab Concentration in Licence Recommendation 4: Contingencies for water treatment failures be identified with clear triggers for their implementation.
Aquatic Effects Monitoring Plan • Recommendation 5: A revised AEMP be submitted for approval within 60 days after the licence is issued. • Recommendation 6: The revised AEMP include sampling in Nahanni National Park Reserve. • Recommendation 7: The revised AEMP include bull trout monitoring.
SSWQOs • Goal – In the park, physical processes that influence aquatic ecosystems will operate within the natural range of variation. – Aquatic invertebrate and algal communities inside the park are characteristic of the natural region. – Fish population structures inside the park are within natural variation of the Greater Nahanni Ecosystem • RCA approach most consistent with this definition
Comments on Other Intervener’s Recommendations • Agree with AANDC: Require plans, potential additional treatment etc. in order to address Very High Scenario inflows. • Agree with AANDC: Do not select SSWQOs based on Very High Inflow Scenarios • Agree with AANDC: 2 nd Water Storage Pond
Comments on Other Intervener’s Recommendations Baseline data collection and significant monitoring of numerous aspects of the project and environment is important, particularly at the beginning of operations because of the uncertainty. We agree with recommendations made by other interveners on this topic.

Wildlife • Recommendation 8: Recording and reporting of wildlife observations at the mine site be required as part of the Annual Report. • Recommendation 9: Immediate reporting to Parks Canada of bear- human interactions (including any form of hazing) be required. • Recommendation 10: A Wildlife Mitigation and Monitoring Plan for the mine site be developed and approved. • Recommendation 11: The costs and benefits of an electric fence around the mine site be considered in the development of the Wildlife Mitigation and Monitoring Plan.
