Admissibility - Consortium The project consortium must comprise at least two (co-)applicants from different research domains and two private and/or public partners (at least one private partner) An interdisciplinary consortium (principal applicant and co-applicant(s) come from different scientific disciplines ) No researcher may be involved in more than two applications in this round, including no more than one as principal applicant
Admissibility - Budget Maximum funding from NWO is € 1,100,000 per application (80% of the total project cost ((NWO funding plus contributions in cash and in kind)) Projects involving at least two but no more than four research posts (doctoral/postdoctoral researchers) Personnel, material credit, valorization/impact, internationalization The cash and in-kind co-funding must total at least 20% (but up to 50%) of the total project cost The cash co-funding must be in total at least 10% of the total cash requirement (NWO funding plus cash co-funding) The maximum available budget per ETH is € 30,000. A maximum of two ETHs per application are permitted. Use of an ETH requires mandatory in-kind co- funding of € 3,000 per item.
Stage 1 and 2: Assessment criteria Applications will be assessed against the following criteria: A. Scientific quality B. Potential for social and economic application The two criteria are of equal importance in the context of assessment and prioritization. To be eligible for funding, a proposal must be appraised at least 'Very good‘ for both criteria
Stage 1: Referee consultation and applicant response Nomination of referees (or non-referees) At least three international referees Rebuttal
Stage 2: Assessment committee Comprising renowned researchers with a background in the relevant scientific disciplines and representatives from the private and societal sector Assessment based on application, referee reports and rebuttal Prioritization based upon policy considerations if similar quality Decision making – NWO Domain Science Board
Timeline 4 July 2019 (14:00 CET) Submission deadline full proposals July-September 2019 Referees are consulted September 2019 Applicants can submit a rebuttal October 2019 Assessment committee reviews and ranks project proposals November-December 2019 Decision NWO Domain Science Board November-December 2019 NWO informs applicant about the decision

Scientific quality Scientific quality covers (but is not limited to): Clarity of the proposal, research question and objectives Scientific originality and/or innovativeness of the research proposal Scientific approach: (challenges in) the approach and its feasibility Effectiveness of the proposed methodology Scientific quality of the consortium: – Appropriateness of the researcher's/researchers' expertise – o (Access to) the required equipment – o National and international embedding
Potential for societal and economic application Potential added value for the community and the economy Prospects for practical application of the anticipated research results Added value of the public-private cooperation Extent to which the application is consistent with the aim and themes of this call Extent to which the application is consistent with the required long-term vision and systemic approach described in the aim of this call and the objectives of the top sectors.
