  10. ▪ In addition, these projects also impacted lives in the Communities in many ways; ➢ Increase in economic productivity ➢ Safety of lives and properties ➢ Improvement in the standard of living ➢ Access to Farmlands and Markets ➢ Reduction in prices of food items ➢ Increased Inter-Communal relationship and peace ➢ Reduction in cost of transportation ➢ Federal Government’s presence being felt ➢ Improved security within the Communities ➢ Value of properties improved/enhanced ➢ Communities have extended appreciation to Federal Government ▪ For Small and Medium size projects, about 90 lives are impacted which translate to about 5,760 lives in 64 projects executed ▪ For Bigger projects, about 120 lives are impacted which translate to about 3,600 lives in 30 projects executed ▪ About 8,820 lives were directly impacted and empowered 18

CABINET AFFAIRS OFFICE PROGRESS REPORT ON THE IMPLEMENTATION OF THE DECISIONS OF THE FEDERAL EXECUTIVE COUNCIL (FEC) FROM THE CABINET AFFAIRS OFFICE (CAO) President to direct the Business of Government should be accepted as the basis of authority for the assignment of mandates to MDAs. The mandates of MDAs are determined by the direction of Government Policy and Extant Laws should be reviewed to support the implementation of Government policy. The Laws regulating the operations of NITDA, NIGCOMSAT Ltd. and Galaxy Backbone Ltd should be reviewed and brought in line with the policy intentions of Government The Policy of Government on the mandates of the Ministries of Science & Technology and Communications is as stipulated in the extant circular conveying the approved responsibilities, structure and parastatals of the two Ministries which is SGF Circular ref. No. 59386/IV/760 of 15 August, 2011. This Circular should be re-issued by this Administration for the avoidance of doubt. The mandate to drive information Technology given to the Ministry of Communications was a deliberate decision of Government to create a specialized sector to leverage the emerging potentials in ICT and this should be kept separate from the MS&T, in accordance with global best practices and the wishes of ICT professional bodies in Nigeria. The Ministry of Communications, which is the rightful agency in which the Presidential Council proposed on e-Government is to be domiciled, should review the composition of the proposed Council and include all critical stakeholders before resubmitting the memorandum to Council. 22

CABINET AFFAIRS OFFICE PROGRESS REPORT ON THE IMPLEMENTATION OF THE DECISIONS OF THE FEDERAL EXECUTIVE COUNCIL (FEC) FROM THE CABINET AFFAIRS OFFICE (CAO) The Federal MS&T presently has oversight of 17 parastatals, which are mostly research Agencies. It is not optimal for its span of control and effective supervision to further increase the number of parastatals under it and therefore, the status quo should be maintained. There is need for greater collaboration and harmonious working relationship between the Ministries of Communications and Science & Technology to ensure that the end result of innovation is applied to develop the ICT sector. The full functional review of the mandates of all Ministries should be immediately undertaken and the report presented to the Federal Executive Council for consideration and approval. Since the Committee did not find any reason to support the objection by the Minister of Science & Technology that the subjects of the memoranda revolve around the statutory mandates of that Ministry, the Minister of Communications should represent the following two memoranda for Council’s consideration. the Nigeria e-Government Master-Plan 2016-2020. the Nigeria ICT Sector Roadmap 2016-2019. 23
