GOVERNMENT OF ROMANIA MINISTRY OF ECONOMY, TRADE AND BUSINESS ENVIRONMENT The Agency for Implementing Projects and Programmes for SME’s The Agency for Implementing Projects and Programmes for SMEs (AIPPSMEs) took over the activity of the Ministry of Economy Trade and Business Environment. Its principals are linked by developing the SMEs sector in Romania, as follow: Ensuring a coherence of strategies developed at governmental level with and impact to SMEs sector; Grating a financial support by state compatible with European Commission recommendations; Measures of supporting SMEs should not distort the working of market mechanisms; Ensuring the transparency of actions focused on developing SMEs sectors; Middle term development strategy for SMEs will be regularly updated according to designed and implemented measures; A special attention will be granted to the development of SMEs in regions in which social and industrial infrastructure is weak, and unemployment rate high. The Agency for Implementing Projects and Programmes for SMEs (AIPPSMEs) co-operate tightly with organizations having an impact on the development of the SMEs sector. AIPPSMEs implements various programs for developing SMEs, as "Kogalniceanu program for small and medium enterprises”, the program for commerce, the program for handicrafts and program for young entrepreneurs which want to start a business, in partnership with banks. These programs are implemented through the Territorial Offices for Small, Medium Enterprises and Cooperations( TOSMEC ) witch are subordinated to the AIPPSMEs.

The Agency for Implementing Projects and Programmes for SME’s MIHAIL KOGALNICEANU PROGRAM FOR SMEs – short presentation “Mihail Kogalniceanu program for small and medium enterprises” is a program for encouraging and stimulating the establishment and development of SMEs in the period 2011-2013; The program scope is to grant a credit line, term of one year, a maximum of 125,000 LEI / SME / year, partially subsidized interest (up to 70%) and, where appropriate, credit guarantee by the state until 80% from credit value (up to 100,000 LEI); Legal framework of the program is: Government Ordinance no.60/2011; Government Decision no.682/2011 and The Collaboration Agreement between AIPPSMEs and partner credit institutions; The start for on-line registration of the applicants in the program was September 2011; The registration is continuing until the budget is depleted; After checking the eligibility of potential beneficiaries (administrative and financial checking) by the Territorial Offices for Small, Medium Enterprises and Cooperations, AIPPSMEs sends the list of approvals to the banks for analysis, in order to obtain the credit line. The Agency for Implementing Projects and Programmes for SME’s LEGAL FRAMEWORK OF MIHAIL KOGALNICEANU PROGRAM Government Ordinance no.60/2011 approving the program Mihail Kogalniceanu for SMEs Government Decision no.682/2011 approving Methodological Norms for the application of Government Ordinance no.60/2011 The Collaboration Agreement between AIPPSMEs and partner credit institutions. The main points of the agreement are: - the scope of the agreement - the bank commission - the rights and obligations of the parties (AIPPSMEs and credit institution) - the fund management (fund value, terms and conditions, accounts opened at credit institution) - the financing procedure (credit approval, the transfer of subsidized interest, costs supported by the beneficiary in accordance with the Government Ordinance no.60/2011 and Government Decision no.682/2011, penalties)
