Challenges in ITS Implementation • Lack of resources for operation and maintenance of ITS technology • Lack of in-house technical capacity to process, understand and analyse the data • Lack of advanced analytic solutions in the public transport industry • Lack of knowledge on ITS systems and capabilities to specify suitable terms when contracting ITS services to vendors • Lack of knowledge among vendors on the specific needs of public transport operations, which significantly affects the utility of the end product • Lack of understanding about the implications of procuring a certain technology in a fast-changing ecosystem 9
• Awarding of ITS contracts purely based on the lowest costing proposals rather through a quality and cost-based criteria • User adaptability to latest technology • Integration of the systems being installed on different projects is one of the biggest challenge 10
Recommendations • ITS-capital intensive • Home grown solutions as there is no one-size fit all • Regional cooperation to develop master plans • Each country to focus developing policy and strategy for ITS • Technical and financial support by the affluent members of Asia-Pacific • Develop consensus to introduce the subject of ITS in educational institutions • Capacity building programs for relevant institutions and organizations 11
