Research Question What are the governmentalities of affordable housing policies in non-metropolitan Australia and how are these policies mediated by local government?
Govern rnmentality ty A governmentality approach identifies the rationalities behind strategies adopted to enhance the productivity of populations, as well as the various ‘technologies’ employed to achieve desired outcomes (Lucas, 2011). It provides an avenue to explore the link between policy and practice at the microlevel and investigate ‘potential disjuncture between top-down, universalistic plans and empirical reality’ (Bang & Esmark, 2010). Expec ected ed O Outcom omes This research will: • build on existing kno nowledg dge by providing a non-metropolitan perspective to existing scholarship on affordable housing, governance, governmentality, local government, policy development and implementation in non- metropolitan Australia. • provide a theoretic ical contrib ibutio ion to governmentality literature, by providing an Australian perspective and applying a realist governmentality approach in an affordable housing context. • provide practical contrib ibutio ion, that will furnish academics, policymakers and state/local government with a clear understanding of current governance structures and their impact on affordable housing policy in non- metropolitan Australia and how it is working in the “real world”.
