  13. Hill Day Asks ISSUE: The community behavioral health safety net is strained for funding and other resources, limiting Americans’ access to care. • The coverage expansions under healthcare reform will lead to increased demand in services, greater provider accountability for health outcomes • States have cut over $4 billion from behavioral health services over the last 4 years • Reimbursements are not sufficient in most places to cover the actual cost of providing services • Lack of a definition for community behavioral health means no data, standards of care C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  14. Hill Day Asks ASK: Please cosponsor the Excellence in Mental Health Act (S. 264/H.R. 1263). • Creates federal definition/criteria for Certified Community Behavioral Health Centers (CBHCs) • Improves Medicaid reimbursement for CBHC services • Makes CBHC services mandatory in Medicaid • Supports modernization/construction of CBHCs. Sen. Roy Sen. Debbie Rep. Doris Rep. Leonard Blunt, R-MO Stabenow, D-MI Matsui, D-CA Lance, R-NJ C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  15. Hill Day Asks ISSUE: Community behavioral health organizations can’t access federal payments for their use of health information technology. • Behavioral health organizations are not currently eligible for federal health IT incentives – and many types of BH providers are also excluded.  People who receive care at CBHOs will not benefit from the benefits of HIT usage  Limits communication among behavioral health, primary care, and other providers C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  16. Hill Day Asks ASK: Please Co-sponsor the Behavioral Health Information Technology Act (H.R. 2957) • H.R. 2957 makes BH facilities and Sen. Sheldon certain providers eligible for Whitehouse, D ‐ RI payments  Expands the list of eligible professionals to include clinical psychologists  Allows mental health and substance abuse treatment facilities that have at least 10% their patient volume attributable to Medicaid recipients to receive facility payments Rep. Tim Murphy, R ‐ PA C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  17. Hill Day Asks ISSUE: Lack of awareness about behavioral health conditions creates stigma and reduces access to care. • More than 20% of Americans will experience a mental health or substance use condition annually. • While many Americans know how to administer first aid and seek medical help should they come across a person having a heart attack, few are trained to provide similar help to someone experiencing a mental health or substance abuse crisis. C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  18. Hill Day Asks ASK: Please Co-sponsor the Mental Health First Aid Act (S. 153/H.R. 274) • $20 million in grants for MHFA training programs • Eligible entities: states, political subdivisions of states, tribes, tribal organizations, nonprofits • Grants will be distributed across geographical regions, with a focus on rural areas • Elements of MHFA Act included in S. 689 Rep. Ron Barber, Rep. Lynn Jenkins, Sen. Mark Sen. Kelly D ‐ AZ R ‐ KS Begich, D ‐ AK Ayotte, R ‐ NH C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  19. Hill Day Asks ASK: Push for action on Mental Health Awareness & Improvement Act (S. 689) • Reauthorizes existing mental health programs (suicide prevention, child trauma, etc.) • Provides $20 million for “mental health awareness training”  Defined as evidence-based programs for recognizing the signs and symptoms of mental illness, providing education regarding treatment resources available in the community, and the safe de-escalation of crisis situations • 22 bipartisan cosponsors in Senate; no House companion bill C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7

  20. Hill Day Asks ISSUE: Major spending cuts have been proposed as part of the 2014 budget, which would decimate behavioral health funding. • FY2013 sequester has already reduced access to treatment and supportive services for hundreds of thousands of people and sharply cut research funding. • Additional cuts proposed in 2014 budget would further harm these important programs. C o n t a c t : C o m m u n i c a t i o n s @ T h e N a t i o n a l C o u n c i l . o r g | 2 0 2 . 6 8 4 . 7 4 5 7
