RASRS Scheme Reviews, February 2019 (11 Entities, 13 schemes) BPA Montague Wind Gen Drop RAS as a new input to the AC RAS controller was reviewed and approved. SCE The South of Lugo RAS modifications were reviewed and approved. British Revisions to the Alberta Tie remedial action scheme (RAS) for Columbia BPA contingencies and future RAS fiber routing were reviewed Hydro and approved. Sunrise NRG requested the RASRS approve the Sunrise Power RAS as a Power local area protection scheme (LAPS). The RASRS requested Project additional information on the system performance before it is given an approved classification. SDG&E The Imperial Valley Bank 80 RAS was proposed for removal. This was reviewed and approved. 2
RASRS Scheme Reviews, February 2019 Salt River Palo Verde COI RAS removal was approved following BPA and SRP Project satisfaction with studies. • PacifiCorp The Aeolus RAS was reviewed and approved. • An information presentation was provided on the Jim Bridger RAS. Review of modifications is anticipated at the July meeting. NV Energy The Hilltop RAS modifications were reviewed as a courtesy. No functional changes are involved. Tri-State The Alta Luna Caballo Overload Mitigation RAS was reviewed and G&T accepted as a LAPS. PSNM The Blackwater Synchronous Condenser RAS was reviewed and approved • PG&E Modification of the Diablo Canyon RAS (DCSPS) was discussed and approved. • Fresno Reliability Transmission Project (FRTP) functional modification to accommodate McCall substation additions were discussed and approved. 3
Western Interconnection RAS Summary • Wide Area Protection Systems (WAPS) – 79 • Local Area Protection Systems (LAPS) – 169 • Safety Nets (SN) – 18 • Retirements / Reclassify (all types) – 81 since 2012 • Total in service RAS – 266 4
RASRS Other Business, February 2019 • Uttam Adhikari, Peak Reliability (Peak), gave a presentation on the implementation of the Colstrip RAS contingency monitoring in TSAT and RTCA. • Aftab Alam, California Independent System Operator (CAISO), gave a presentation on the WECC-1 description updates. The RASRS deferred approval pending additional opportunity to review the changes. • Charlie Zuo, BCHA, gave a presentation on artificial intelligence (AI) in power transmission system operation. 5
The Future of RAS Reviews • PRC-012-2 will go into effect January 1, 2021. • PRC-012-2 assigns to the RC the present reliability compliance responsibilities of the RASRS under WECC. • Peak Reliability and WECC met on March 9, 2018 to initiate discussion of the transition. • WECC met on June 28 and November 13, 2018 and February 26, 2019 with Peak, CAISO, AESO, BCH and SPP to continue this transition discussion. • Next scheduled transition discussion meeting July 29 in SLC. 6
RAS Review Process • WECC proposes to continue to be involved in RAS reviews similarly to historic practices, except for RAS approvals. • RAS approvals will be assumed by the RCs • Draft of revised RASRS Charter. • Draft of RAS review procedure. • Target RAS review transition to the new process by 1/1/2020. 7
