Our Story Tradition of Excellence • Fort Mill surpasses the state and national averages in ACT, SAT and AP Exam scores • Numerous academic, athletic and band state champions • State and nationally recognized programs • Multiple state and national administration and teacher awards • Class of 2018 awarded $31 million in scholarships
Our Story Fort Mill has experienced an average of 6% annual growth since 2002. Our public has approved $653.3 million in bonds to build or expand schools since 1996. New Schools Approved for Construction The district has built 7 elementary schools, 5 Elementary School #10 & 11 opening Aug. 2020 • middle schools, 2 high school and expanded • Middle School #6 opening Aug 2021 5 school sites since 1996.
Impact Basics What is an Impact Fee? • A fee imposed on a new development to pay for all or a portion of the costs of providing public services. • Fees are collected on new construction only. • Designed to allow “Growth to pay for growth.”
Impact Fee History • Fort Mill School District implemented a $2,500 1996 Initial Impact Fee impact fee (original recommended amount $5,038) prior to the state law change. • The S.C. Legislature removed the block on new 2016 Legislation Change impact fees allowing districts and municipalities to implement a new impact fee. • Under the new legislation the district requested a 2017–2018 Fee Request new impact fee and contracted with TischlerBise to conduct an impact fee study.
Impact Basics South Carolina Impact Fee Requirements • Basic legal requirements are need, benefit, and proportionality • Spend within 3 years of scheduled construction date • Publish an Annual Monitoring Report • Review and update every 5 years • Fee changes require an updated study • Requires an analysis of the effect on affordable housing in the district

Fee Calculation Maximum allowable fee by law is calculated by multiplying the student generation rate of .51 for single family and .34 for multifamily homes by the net capital cost.
