The current FLEET system Florida Equipment Electronic Tracking (FLEET) 1) Implemented in December 2011 to replace a prior legacy system called Equipment Management Information System (EMIS) 2) FLEET is an open source application developed using Ruby on Rails development tools and utilizing a free-ware database management system – MySQL with 25,000 assets from 34 state of Florida agencies. 3) At a cost of $459,792 with an annual support costs of approximately $40,000 Florida Department of Transportation

  4. The current FLEET system 4) There are no ad-hoc reporting capabilities and reports can be filtered only by location. In actuality, the FLEET system is not considered a reporting engine and does not provide formatting, analysis or management reporting capabilities but is instead a list of specific data that can then be further manipulated or analyzed using external tools, e.g. Microsoft EXCEL, etc. 5) Mercury Associates Inc. was commissioned by the State of Florida to provide a Fleet Management Business Case in December 2013. The recommendation in the report was to replace FLEET. Florida Department of Transportation

Procurement process 1) The state of Florida appropriated $1,761,243 in July 2016 for the procurement of an Independent Verification and Validation consultant and the replacement of the current Florida Equipment Electronic Tracking (FLEET). 2) FLEET is to be replaced with a more robust, fully featured and user friendly, intuitive commercial off the shelf application that allows easy distribution of information to all users, customers and management in a real-time environment. Procurement process The Department of Management Services (DMS) received quotes and presentations from two vendors in November 2016. 1) International Business Machines (IBM) presented their Enterprise Asset Management (EAM) solution and Maximo for Transportation 7.6 2) The Arcanum Group presented their EAM solution, Infor. Florida Department of Transportation

  7. Procurement process 3) DMS signed a contract on January 2017, with The Arcanum Group (TAG) for Infor EAM as the solution to replace the current DMS FLEET system. 4) DMS purchased 500 system licenses for the initial contract year at $925 per user. Florida Department of Transportation

  8. User acceptance testing (UAT) 1) DMS conducted User Acceptance Testing using a 15 seat computer lab for 5 days at the end of May 2017. 2) Predetermined scripts were provided to perform the testing of the system by 8 agencies with 13 users Florida Department of Transportation

  9. End User Training 1) DMS scheduled End User Training (On hold) 2) Training was to be a 1 day and a half for Agency Fleet Administrators in the User Group Agency Admin ONLY 3) All other training session will be offered on Go-To- Webinar Florida Department of Transportation

System Integration Cut-Over 1) Fuel Card account currently by WEX – fuel, odometer, and repair data. 2) DOT Bulk Fuel Sites currently by Fuel Master – fuel, odometer, and diagnostic data via AIM System. 3) DOT Motor Pool System currently by Agile Fleet – odometer, and diagnostic data via UDC or GPS.
