Background � Port has provided financial support for fireworks displays since 2001: • July 4 th by Sandy Purdon/Armed Forces YMCA • San Diego Symphony Summer Pops Series � 2012 - Big Bay Boom July 4 th Fireworks Show: • District support: Title sponsorship for $95,000 in funding and $70,000 in services • 4 barges in North San Diego Bay • Imperial Beach pier � USS Midway and hotel tenants also have fireworks displays 3
Permits required for displays � Coast Guard Marine Event Permit � Coastal Development Permit/CEQA compliance If in State Lands Commission jurisdiction, issued by • California Coastal Commission If in District jurisdiction, issued by District • � Respective cities’ fire department approvals � National Pollutant Discharge Elimination System (NPDES) Permit from the Regional Water Quality Control Board (RWQCB). 4
NPDES Fireworks Permit RWQCB adopted May 2011. � Permit is valid for 5 years. � No water monitoring required � Fireworks best management practices plan required. 5
Majority of fireworks displays occur outside of Port jurisdiction 6
BPC direction - January 2012 1. Decline tenants’ request that Port become sole NPDES permit holder 2. Continue working with RWQCB regarding future monitoring requirements 3. Explore possibility of third party management of fireworks displays with tenants or District 7
