SW6 traffic flow from W’worth Bridge • 92% of the traffic coming from outside H & F • 1,000-1,500 vehicles per hour cross Wandsworth Bridge northbound at peak times • Half go straight up Wandsworth Bridge Road • Measured at Studdridge St junction • Half go right or left through residential roads • Harwood Terrace, Bagleys Lane, etc • Encouraged by Google Maps/Waze at stress points at different times of day

Harwood Terrace • Harwood Terrace – short residential road about 90m long, 40 terraced houses • Traffic surveys showed at peak times around 540 vehicles per hour were using this route • Busy throughout the day • Accident records along the route (April 2016 to March 2019) • 28 accidents and 31 injured • 9 cyclists and 6 pedestrians • Traffic study concluded was difficult to model impact of road closure on wider SW6 area

The Experimental Closure • Experimental closure introduced on 21 October 2019 for an initial period of 6 months • Petitions and deputations received for and against • Community Safety and Environment Policy and Accountability Committee (PAC) on 28 January 2020 to receive deputations • Special PAC on 10 February 2020 • Informal residents meeting on 31 January 2020 • SW6 Traffic Working Party of residents for and against the experiment on 17 and 24 February 2020

Traffic Data Collected – During Closure 7 day, 24 hour right turning counts from Wandsworth Bridge Road 3 – 9 February 2020 Cresford Road, Bovingdon Road, Sandilands Road, Broughton Road Approach, Rosebury Road, Stephendale Road and Townmead Road. Traffic data requested by affected residents 13 – February 2020 Bovingdon Road, Cresford Road, Broughton Road and Pearscroft Road

  18. Key findings from experiment • 92% of traffic comes from outside of H&F • Increased traffic queues on Bagleys Lane approaching New King’s Road – 25.7% more vehicles over 7 days • Delays to buses 306/391 and 424 • Traffic delays reported across SW6 area

PCNs spiked and dropped • PCNs at Bagleys Lane/New King’s Rd yellow box junction • Oct 2019 = 673 • Nov 2019 = 1,569 • Dec 2019 = 1,420 • Jan 2020 = 1,080 • Feb 2020 = 530 (to 21/2) • 92% issued to non-H&F residents • Number of yellow box PCNs across the borough down since 2012 • 2012 = 35,129 • 2019 = 16,199

Supporting measures • Done • Removed car club parking bay on Bagleys Lane/Imperial Road junction – increases space for traffic • ‘Keep Clear’ on Bagleys Lane/Harwood Terrace junction – helps traffic flow • Investigating measures to help residents • Adjust signal timings Harwood Road/New King’s Road junction to allow residents to leave Bagleys Lane • Yellow boxes at Peterborough Villas and Harwood Terrace junctions w. Imperial Road

SW6 Traffic Working Party Longer Term Vision • Main • Less traffic through residential roads • Also • Better provision for pedestrians and cyclists • Fewer accidents • Cleaner air • Better public transport • Better access for vehicles with social function (e.g. community transport) • Good access for Hammersmith and Fulham residents • “Live” traffic modelling - smart cameras
