7/11/2016 EUR/NAT AVSEC GROUP (ENAVSECG) Presentation Arja Pulliainen Vladimir Chertok Beken Seidakhmetov Co ‐ Chairs of the ENAVSECG Cornelia Ludorf Secretary of the ENAVSECG Paris/7 July 2016 ENAVSECG ‐ Mandate and Establishment • Joint Statement of the Regional AVSEC Conference in Moscow 22.November 2011 followed by the deployment of a Regional Officer AVSEC/Facilitation in the EUR/NAT office : “We commended the leadership role of ICAO in strengthening aviation security at the global and regional levels, and urged ICAO to continue to reinforce cooperation amongst all aviation security stakeholders ….” • Five meetings since 2012 • Covering all 56 States, Regional Organizations and Industry - cross region • Team of chair people to represent West- and Eastern Europe /Central Asia • Growing and maturing – in participation, reputation and professionalism 1
7/11/2016 ENAVSECG ‐ Basic Necessity • The only AVSEC meeting connecting the whole region, not only parts - this is of utmost importance in times of constant threat and terror in all areas of this region • Connects AVSEC understanding in East and Western Europe, Central Asia and North Africa • Allows for direct communication between States , organizations and Industry in a wider defined European region – first step to better coordination and cooperation • The only direct link with ICAO global developments ENAVSECG ‐ Basic Necessity • Fosters the understanding of ICAO Annex 17 and Annex 9 security relevant Standards and Recommended Practices (SARPS) in all States • Supports the implementation of Annex 17 and Annex 9 requirements • Informs and coordinates the whole region on additional specified ICAO activities conducted in EUR/NAT such as: 1. The ICAO Aviation Security Training Centre (ASTC) Network, its role in AVSEC training in EUR/NAT (and globally) and the regional ASTC Directors meeting 2. The AVSEC/FAL workshop for Eastern Europe and Central Asia 3. The Joint Mediterranean seminar for States around the Mediterranean Sea and African neighbours 4. Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) seminars 5. Annex 9 related seminars/ workshops (Machine readable travel documents (MRTD), Advance Passenger Information (API) etc … 2
7/11/2016 ENAVSECG ‐ Achievements/Summary ENAVSECG has grown and matured - follows the format of EANPG as of the 5 th • meeting (24 -26 May 2016) • ENAVSECG brings together and coordinates AVSEC work done in different areas of the region • ENAVSECG deals with cross cutting topics such as ATM/cybersecurity, Overflight of Conflict Zones, Remotely Piloted Aircraft Systems (RPAS) from an AVSEC perspective • and provides the outcome of this work to EANPG and subgroup meetings adding a new perspective • We, the chair people, are proud to continue and build “the leadership role of ICAO in strengthening aviation security at … regional levels, …(and) to reinforce cooperation amongst all aviation security stakeholders ….” 3
