  3. Recoverable Debt The EED provides flexible financing options at low interest rates to support conservation and demand management projects in the City of Toronto. Parameters  EED can Finance up to 100% of the capital cost of an energy retrofit  Retrofits must have a return on investment of 20 years or less  Interest rates are fixed at the City’s cost of borrowing Loan is repayable regardless of energy savings Environment and Energy Division

  4. Program Benefits Align Repayments with Energy Savings 1. Loans do not accrue interest during the construction period 2. Repayment does not begin until project is completed 3. Payments can be made monthly, quarterly or annually Environment and Energy Division
