ROLES OF BIOSECURITY DIVISION To regulate importation of agricultural commodities into Brunei Darussalam in order to safeguard plant and livestock industries , public health and environment against the introduction of the following into the country: Animal infectious diseases and zoonotic disease Plant pests and disease Act as Competent Authority (CA) for issuance of Veterinary Health Certificate and Phytosanitary Certificate for export purposes. To regulate exportation of agricultural commodities following import requirements of the importing country including issuance of Veterinary Health certificate and Phytosanitary Certificate.

NON-COMPLIANCE When importer fails to comply/meet import requirements, such as: Incomplete documents 1. Imported commodities is not listed in import permit 2. Expired import permit / health certificate 3. The quantity amount exceeded the quantity applied 4. Animal/plant commodities show signs of pest and diseases . 5. No indication of treatment/ test required. 6. RE-EXPORT OR DESTROY DETAINED FOR FURTHER ACTION ALL COST FOR ANY NECESSARY ACTIONS SHALL BE BORNE BY THE IMPORTER

EXPORTATION PROCEDURES Biosecurity measures continuum: FARMS / PRE-BORBER BORDER ESTABLISHMENT • • Preparation according to the Registration as commercial Import requirements set by CA exporter of the importing country, • Application of export • Examples of requirements: permit / health certificate Accreditation of (Veterinary Health farms/establishments; Certificate / Phytosanitary Verification of the Certificate) processing system; Risk Analysis reports; Laboratory analysis and • Declaration process verification by CA; at border Quarantine and Inspection • Document & physical requirements including treatments or vaccination; inspection and others
Farms / Establishment Export licencing or Export certification for the exporting company including. Obtaining current information of the import requirements/conditions from the importing country’s Competent Authority (CA). Comply to the import requirements/conditions set by the CA of importing country.
Examples of Import Requirements/conditions Free Disease Status of the Exporting Country (may need audit by CA of importing country); Accreditation of farms/establishments ( by the CA or international body); Risk Analysis/Assessment (IRA/PRA); Verification of processing system or procedures by the CA of exporting country; Sampling of products for required laboratory analysis and verified by CA of exporting country; Pre-Export Quarantine conditions; Treatment / vaccination requirements; and/or Others.

PRE-BORDER Registration as commercial exporter with Department of Agriculture & Agrifood (DoAA) at Biosecurity Division. Discussion with the relevant Government Agencies to comply with the import requirements from the importing country. Application of relevant certificates required.
Registration as Commercial Exporter
Examples of Certificates Certificate of Origin (COO); Health Certificate (food products) from Ministry of Health; Phytosanitary Certificate from Department of Agriculture & Agrifood; Veterinary Health Certificate from Department of Agriculture & Agrifood; and/or Others.
Application of Phytosanitary Certificate or Veterinary Health Certificate Inspection may be done before issuance of any certificate within the specific period of time before exporting. Inspection may include: verification of the latest relevant laboratory analysis results from samples of the export consignment; Verification of health report from authorized officers; and/or Other documentation required by the importing country (import requirements of the importing country)
