A programme of work between Community Planning Partnerships (CPPs) and the Scottish Government (SG) which aims: to support CPPs to make a reality of joint strategic commissioning (JSC) for children’s services to ultimately achieve improved outcomes for children, through locally led changes
What do we mean by JSC? Deciding collaboratively about how to use the total available resource to best meet the needs of – and improve outcomes for – children and families. How do we help bring about change? Collect new & different data Contribute significantly to your joint strategic needs assessment Enable evidence-informed decision making Prompt collaboration and community perspectives Facilitate a shift to greater prevention and early intervention
Why do we need a programme such as RCS? The mismatch between children’s need and service provision RCS approaches to address the mismatch • Improve how data/evidence is understood, analysed, used • Support enhanced partnership working, shared understanding and joint decision making • Enable improved approaches to implementing change • Challenge ‘short - term’ and “everything a priority” thinking
What have Falkirk CPP identified as outcomes for the programme? (the changes that Falkirk want to see as a result of activities and investment) Local Logic Modelling Use of evidence – understand key community assets Development of joint working – achieve common understanding of priorities & data Change in practice/service – stop what is no longer working/needed Leadership & communication – clear and consistent messaging Community engagement – greater co-production involving children, families, communities Better outcomes – for children & young people who have unmet needs
