SI SIST STER ER-CIT CITY LIY IYANG NG A primary purpose of the visit to China was to establish a Sister-City relationship with the city of Liyang. On September 19 th , a large signing ceremony was held during which information about Liyang and Fauquier County was exchanged, and a formal signing of the Letter of Intent was held.

ABO BOUT UT LIY IYANG NG • Liyang has a healthy rural tourism industry, boasting three resorts, Tianmu Lake, Nanshan Bamboo Grove, and Yushui Hot Springs; and over 200 farmhouses, where visitors can pick their own fruit and taste local foods. • Liyang received 9.2 million tourists from China and abroad in 2011.

THE EB-5 PROGRAM The EB-5 program was created by Congress to encourage foreign investment in the U.S. that would create jobs. • Foreigners must invest a total of between $500,000 (in areas that are rural or have an unemployment level that is 150% of the national average) to $1 million in all other areas in new commercial enterprises that produce at least 10 jobs. • In exchange for these investments, the US government will issue the investors greencards allowing the investor and his family to become permanent residents of the US. Initially the approval to live in the US is conditional. However, after a period of about 3 years from the time of investment, the investor's conditional status can be changed to permanent if it can be proven that at least 10 jobs were created. • The program has become increasingly popular for business seeking investment during the economic downturn and for foreigners seeking entry to the United States. The program is attractive to businesses because most investors receive a minimal return on their investment -- 3% to 5%. Moreover, because the investor's money must be "at risk" during the investment period, businesses are not required to promise that the investment will be returned at the end of the time period over which most investments are made -- 5 years. On the other hand, investors will chose projects that they think are the most secure. Businesses seeking investment will be required to provide to prospective investors an extensive business plan for the project that outlines how the money will be spent and the jobs created. • The program was reauthorized for a period of 3 years in 2012. While there are 10,000 visas allotted to the program per year, the government has never reached the maximum levels.
