Homeowner Rehabilitation Program The County of Volusia Community Assistance Division - Housing and Grants Administration (CAD-HGA) administers the funding for affordable housing including the homeowner rehabilitation program. Funds for housing rehabilitation are provided by the State Housing Initiatives Partnership Program (SHIP) funded through the Florida Housing Finance Corporation. The purpose of the housing rehabilitation program is to provide income eligible households with a decent, safe, and sanitary living environment. 4 January 18, 2017
NSP-Neighborhood Stabilization Program The Neighborhood Stabilization Program Home Purchase Program (NSP-HPP) is administered by CAD-HGA with funds provided by HUD. Using NSP funds, the Community Assistance Division purchases foreclosed, bank owned homes CAD-HGA completes housing rehabilitations via Contractors selected through this RSQ to bring the homes up to applicable state and local building codes and the County’s minimum rehabilitation standards CAD-HGA sells the finished homes to income- eligible, first-time homebuyers and other disposition 5 January 18, 2017
