Legal representative regulations/Enrollment in DISCOs Will establish a mechanism for individuals without legal capacity to choose among DISCOs and establish a process for the appointment of a legal representative for individuals receiving services. Target effective date is Oct. 1, 2014. 2. Community Transition Services – Regulations are in development for this new HCBS waiver service. No firm target date. 7
