  4. Organizational Structure Coordination Committee (CC) a high level decision-making body providing strategic advice and direction to RPOA member countries. AdHoc Team or Working Group providing information and advice:  on the state of fishery resources in the region and related matters relevant to conservation and management measures and  to address specific technical and/or scientific issues with regard to the implementation of the RPOA. Secretariat to serve and facilitate the function of the Coordination Committee and the working groups

  6. RPOA MCS Sub-Regional Groups 1. Southern and Eastern of South China Sea and Sulu-Sulawesi Seas: Malaysia, Indonesia, Brunei Darussalam, and Philippines 2. Gulf of Thailand: Thailand, Cambodia, Malaysia and Vietnam 3. Arafura-Timor Sea: Timor Leste, Indonesia, Australia and PNG Each sub regional meet regularly to review the implementation of the MCS workplan in the subregion

Program and Activities International and Regional Instruments • Follow up actions on the assessment impacts of IUU Fishing and EC Reg 1005/2008 on small scale fisheries; • Lesson learnt of RPOA countries on the progress of the implementation of Port State Measures Agreement (PSMA); • Adoption of IPOA – IUU Fishing by RPOA countries. Program and Activities Current resource and management situation in the region • Strengthen fisheries legislation - countries fisheries legislation model against Benchmark Measures • A Human Capacity Development Framework for Marine Capture Fisheries Management in the Southeast Asia region – a structured guidance on priorities to strengthen marine capture fisheries management at regional, national and provincial level Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region

Program and Activities Coastal & Flag State Responsibility • Workshop on the Development Tools to Fight IUU Fishing – the Comprehensive of Global Record Fishing Vessels, Refrigerated Transport and Supply Vessels • Update IUU list on RPOA –IUU Website • Information exchange on IUU vessels • Monitoring and preventing the IUU vessels accessing ports facilities • Developing procedure of listing and delisting IUU fishing vessels/vessel watch list Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region

Program and Activities Regional Capacity Building on Port State Measures • Port Monitoring Techniques, Regional Fisheries Inspector Training Workshop for the implementation of Port State Measures Agreement (PSMA) • Monitoring and preventing the IUU vessels accessing ports facilities Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region

  12. Program and Activities Strengthening MCS • Establish and develop the Regional and 3 Sub- regional MCS networks • Review and adoption MCS Training Curriculum • Identify the need to develop a funding strategy to support sub-regional and regional MCS courses. • Develop matrix of national, sub-regional and regional MCS issues and needs to guide the work of the networks • Facilitate regular and sub-regional MCS meeting and monitor the progress of the work priorities and plans • Developing MCS communication procedures • Development public information campaign (PIC) in the region as complement to MCS Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region

Highlighted Programs RPOA – IUU MCS Network was agreed in Manila, June 2008 An arrangement of national organisations/institutions in charge of fisheries- related MCS activities authorised by their countries to enhance and strengthen fisheries-related MCS activities in order to promote responsible fishing practices including combating IUU fishing in the region. Why ? MCS is an effective tools towards responsible fisheries, including to combat • IUU Fishing to expedite the MCS operations with reduced costs and in an effective • manner, including through co-ordination, data and information sharing, effective coordinated surveillance; and geographical condition of the area within the region • Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region

Highlighted Programs How it works ? • Identified organisations/institutions responsible for fisheries-related MCS and the primary contact person as coordinator • Collect and provide timely and accurate MCS information to other parties to the arrangement; • Considered requests and, where appropriate and possible, cooperate in joint fisheries-related MCS activities; • Promote technical assistance, training, experience exchange and institutional development to impropve MCS knowledge and capability among participating parties; and • Consider particular needs and efforts to cope with any obstacles faced by each participating countries. Highlighted Programs Operating Protocol • Participating countries voluntarily participate • The RPOA Secretariat regularly maintain and distribute an up to date list of each country’s primary contact/coordinator person, and an alternate Information Sharing Organisations/institutions form cooperation in collecting, sharing and • transforming the information. Requests for information should be made to the relevant • designated contact person(s). A request of information should be confidentially treated • and held securely as appropriate. Highlighted Programs IUU Vessels Watch Information exchange on IUU vessels – mostly from RFMOs list, to monitor • the movement and to prevent vessels to access and utilize port’s facilities of the RPOA countries Update data on vessel’s movement using air surveillance data • Study Cases  Malaysia and Singapore on investigated FV Pion [January-June 2012]  Malaysia on investigated FV Thunder [March-April 2012]  Indonesia on investigated FV Thunder [April 2013] Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region
