EUTRO-OPER project • Jan 2014 – Dec 2015 • Aims toward a streamlined, cost-efficient and high-quality eutrophication assessment • Detailed project description in proposal by CORE EUTRO 8/2013 accepted by HOD 42/2013 • Guided by GEAR and MONAS groups • Participants named by Denmark, Finland, Germany, Latvia, Poland and Sweden • Chaired by Finland • EUTRO-OPER 1-2014 held 24-25 March 2014, with delegations from Denmark, Finland, Germany, Poland and Sweden

OUTCOMES OF EUTRO-OPER 1-2014 • Main deliverable: a streamlined, documented assessment process ready to produce an updated thematic assessment for HOLAS 2 • Work is carried out in five phases: 1) Apr – Aug 2014, 2) Sep – Dec 2014, 3) Jan – Jun 2015, 4) Jul – Oct 2015 and 5) Nov – Dec 2015 • Meetings at the beginning of each phase, mostly electronically; next physically attended meeting Feb 2015 in Gdynia, Poland • Agreement on contributions devided between EUTRO-OPER, Secretariat, ICES and EU-RSC data – project • Detailed road map with deliverables for follow-up of work agreed upon

WP1: Defining assessment methods • Preparing indicator description: parameters, data used, monitoring manual • Developing data aggregation for indicator update: defining products, specifying methods, creating guidelines • Further developing the HEAT tool, incl. classification • Setting up web-based indicator reporting model – Facilitating also MSFD reporting – Including interactive use

OUTCOMES OF EUTRO-OPER 1-2014 • Parameters and data sources for present core indicators have been identified – Testing the use of EO- and ferrybox data with the aim of using them for update of chlorophyll a indicator • Optimal data aggregation approach for update for each core indicator has been determined – Additional expertise required for including the oxygen debt indicator into the assessment process • Monitoring templates for producing the core indicators will be delivered to MORE by 10 Apr 2014 • Common indicator web-structure agreed with CORESET II

OUTCOMES OF EUTRO-OPER 1-2014 • Additional classification or visualisation of distance to GES will be tested in order to provide information on progress toward GES • Will take advantage of the work by Germany underway, on testing HEAT on coastal areas Five sub-classes Distance to target Present GES / subGES division

  8. WP2: Operationalizing the assessment system • Setting up data stream for continuous reporting • Cooperation with ICES on developing and hosting database • Setting up a process for regular review of data and assessment products, identifying relevant institutes in the Contracting Parties

OUTCOMES OF EUTRO-OPER 1-2014 • Agreed data flow model, produced in agreement with ICES and in collaboration with the EU-RSC data project • Inclusion of new data types (EO and Ferrybox) • The need to include coastal data into ICES database was identified • The open sea data 2007-2011 not yet reported to ICES should be reported by 15 june by the Contracting Parties, in order to be used for testing purposes

  10. WP3: Development work • Identifying new core indicators, developing indicators • Targets: setting up process on regular review of targets, proposing targets for new indicators • Work towards harmonizing coastal and open sea assessment 4/9/2014 12

OUTCOMES OF EUTRO-OPER 1-2014 • Recalling present core set of eutrophication: DIN (winter), DIP (winter), Secchi-depth (summer), Chlorophyll a (summer) and deep- bottom oxygen debt • After discussion on gaps in the present eutrophication coreset, additional indicator development relevant to eutrophication was identified: total nutrients, nutrient ratios, spring bloom (chlorophyll a ), cyanobacteria blooms, benthic inverterbrates, macrophytes, oxygen • Noting the development of benthic indicators taking place under CORESET II, EUTRO-OPER proposes to contribute to the development of the following indicators: total N, total P, nutrient ratios, spring bloom (chlorophyll a ), cyanobacteria blooms and bottom oxygen

OUTCOMES OF EUTRO-OPER 1-2014 • The meeting agreed, that harmonizing the coastal and open sea eutrophication assessments is essential, emphasizing that WFD assessment on ecological status is not equivalent to MSFD eutrophication • It was recalled, that EUTRO-OPER is piloting a model implemented hopefully in the future under other thematic assessments, where separating coastal from open sea is not reasonable • During the first phase, EUTRO-OPER will test the use of HEAT in coastal areas using data on indicators reported to WFD, taking advantage of the work of Germany (to be reported within some weeks)

  14. The EU – RSC data model development project • Aims towards developing a shared data and information system between EU and the Regional Sea Conventions, bringing in best practices from the RSCs • EUTRO-OPER is used as pilot case, feeding back to the European model proposed • Contributes to EUTRO-OPER through WP1 and WP2 during 2014

  15. HELCOM and EU – RSC data -project • Project provides HELCOM means to influence the proposed data model at an early stage: 1) Providing information on existing processes as background for planning the European data model 2) Providing experiences from the pilot studies, as feedback for iteration of the draft European data model 3) Steering group work and review of outcomes • Secretariat has taken part in the project kick-off and given input to questionnaires on Regional Sea Convention data and information systems • Project involved in the planning of EUTRO-OPER data flow • Project has indicated strong involvement of the steering group through meeting participation and review of outcomes (first draft due May 2014)
