Why 2 documents? • Transport Act 2000 Arrangements covers reimbursement for the statutory scheme. • Transport Act 1985 Scheme covers reimbursement for Merseytravel’s discretionary elements and defines Merseytravel’s discretionary elements and defines what the enhancements are. • Reimbursement is calculated in the same way in both schemes 2
Statutory scheme Covers reimbursement for all English National Concessionary Travel Scheme (ENCTS) Older and Disabled pass holder journeys boarding in Merseyside during the following times: • Mon-Fri 09.30 to 23.00 • All day Saturday, Sunday and bank holidays 3
Discretionary scheme Covers reimbursement for the Merseytravel enhancements: • Merseytravel ENCTS Older pass holder journeys boarding in Merseyside before 06.31 • Merseytravel ENCTS Disabled pass holder journeys boarding in Merseyside before 09.30 • Merseytravel ENCTS Older and Disabled pass holder journeys boarding in Merseyside after 23.00 • Merseytravel 60+ pass holder journeys Mon-Fri before 06.31 and after 09.30, all day Saturday, Sunday and bank holidays 4
Data requirements The following are required for input to the DfT Calculator: • Concessionary passenger numbers • Average fare forgone – from single, daily and weekly tickets • % change in fares since 2005/6 • • Average journey length Average journey length • Average vehicle speed • Average route length • Average bus occupancy • Commercial journey % • Average commercial fare 5
Concessionary passenger numbers Current smart commercial concessionary journey numbers are significantly lower than survey numbers (10-50% lower depending on operator) This is due to: • Cards not being read on bus • Significant numbers of manual recording of passes • Data transfer issues We are working with operators to resolve these issues and reduce the gap 6
