VW Settlement Trust Details ▪ Mitigates the damage from VW diesels with fraudulent emissions controls ▪ Distributed over 10 years ▪ A portion will be administered by states ▪ $209 million will be distributed to Texas based on number of registered vehicles
TCEQ Goals ▪ Stated goals: • Reduce nitrogen oxide (NOx) emissions • Reduce pollutant exposure for the public • Prepare for future use of ZEVs • Complement existing programs ▪ Majority of funds to regions with worst air quality

H-GAC Recommendations: Allocation ▪ Allocate funding based on affected registered vehicles in priority non-attainment regions • Severity of air pollution results in greater health risks • Non-attainment status continues to challenge economic competitiveness • Reductions resulting from Settlement funds are urgently needed o Deploying funds based on location of violating vehicles is most equitable way to mitigate adverse impact o Other areas are impacted by emissions transport and will see improvements
H-GAC Recommendations: Recipient Share ▪ Recommend increase in maximum funding percentage from 60% to at least 80% • Governments have delayed spending due to Hurricane Harvey • Increased Settlement share will expand local government participation • Will assist in Harvey recovery
H-GAC Recommendations: Administration ▪ Settlement funds in region should be dispersed through H-GAC • Staff on hand with significant experience • Will ensure that local priorities are accounted for • Will minimize administrative costs • Will better position locals to leverage funds
