Commissions innovative programmes using external funding to fill gaps left by mainstream DWP and Jobcentre Plus provision Advocates improvements to services through Community Budgets and our government relations programme.

  3. Supporting the ambition of Better City, Better Lives….. Creating ladders of opportunity particularly for residents with multiple barriers to work including NEETs and vulnerable adults. Strong vibrant economy by helping business to recruit from a local workforce. Reduced dependency and cost by moving people off benefits into work. Westminster Work & Skills Board

  4. Supporting specific council programmes... Housing & Families & Government Young people Growth Regeneration adults relations and (incl. NEETS) advocacy Housing & Regeneration Boosting employment opportunities is a key strand of our wider offer to local residents in areas of high unemployment. • Development of new clauses which will deliver 400 job opportunities directly from building contractors and connection with jobs across the City through Workplace Co-ordinators.. • Co-design of programmes with Housing and Westminster Community Homes to use £500K of investment. • New Work Place Co-ordinator to support businesses in renewal areas to recruit locally. • HELP Enterprise providing residents in temporary accommodation with support and mentoring to set up a business.

Housing & Families & Government Children & Growth Regeneration adults relations & young people advocacy Families and adults Supporting vulnerable adults and our Family Intervention Programme through: • Investing in Family Employment coaches based within the Localities teams and using our advocacy role with Jobcentre Plus to match our investments . • Tri-borough Supported Employment commission to deliver better work outcomes for residents with health conditions and disabilities, and; • Co-investment with RBKC in new social enterprises to support better outcomes for residents with disabilities and enterprise. • Westminster Works a pre-employment programme to support 150 vulnerable residents into work delivered by a consortium of charities and City West Homes.

Government Housing & Families & Children & Growth relations and Regeneration adults young people advocacy Children & young people Our programmes help young people to better navigate the offer from providers and equip learners with employability skills and work experience. Programmes include: • Tools for our Future , co-designed with young people to guide them through the local training and employment offer including a directory of services. • Co-designing the refresh of City Council’s Apprenticeship Programme , providing sweeteners for depts. to recruit Westminster residents • Investing in the tri-borough Employability Passport to prepare learners for the world of work through mentoring and support offered via local businesses. • Leading for the Sir Simon Milton Foundation on proposals for a new University Technical College to educate and train young people for jobs in the transport and construction industries.

We work across the Business Unit to initiative and support social enterprises. Programmes include: • Workplace Co-ordinators in the West End, Victoria and Renewal areas, offering a single point of contact for employers wanting to recruit or do their bit to help job-seekers. •Establishing a local network of providers, sharing best practice and contract opportunities, thereby helping social enterprises to flourish. •Investing in new social enterprises, generating employment and profits to be re-invested in community programmes.

In the longer term, our ambition is to use the evidence from local programme to work towards investment agreements with the Government whereby a proportion of benefit savings generated by successful local employment support programmes can be reinvested in these programmes
