Cherrywood Pl Che Planning Sch Scheme Buil Buildin ing Hei Heigh ght Revie iew • The Cherrywood Development Agency Project Team (DAPT) is undertaking a review of the building heights in the Cherrywood Planning Scheme arising from the Ministerial Guidelines on Urban Development and Building Heights (December 2018). • The following are extracts from the above Ministerial Guidelines and the approved Cherrywood Planning Scheme 2014 (as amended). • The purpose of these extracts is to assist interested parties by providing a summary background context. • The extracts are not intended as an exhaustive or a legal interpretation of the Guidelines or Cherrywood Planning Scheme and links to the documents are provided for this purpose (Please see links).

  3. ➢ The Urban Development and Building Heights Guidelines for Planning Authorities were published by the Minister under Section 28 of the Planning and Development Act 2000 (as amended). ➢ The Guidelines, as stated, follow the strategic objectives of the National Planning Framework in relation to compact urban growth and as such seek to secure compact and sustainable urban growth (Section 1, P. 3-4).

  4. ➢ The Guidelines acknowledge that "the planning process has to strike a careful balance between on the one hand enabling long-term and strategic development of relevant areas, while ensuring the highest standards of urban design, architectural quality and place-making outcomes on the other". (Section 1, Pg. 1)

  5. The Guidelines set out national planning policy that: ➢ Expand on the requirements of the National Planning Framework; and ➢ Applies those requirements in setting out relevant planning criteria for considering increased building height in various locations but principally (a) urban and city-centre locations and (b) suburban and wider town locations. (Section 1, Pg.3)

The Guidelines state that 'Complementary policy advice published by the Department, for consideration in combination with these guidelines in the planning process, includes: ➢ Sustainable Urban Housing: Design Standards for New Apartments (2018); ➢ Best practice guidelines Quality Housing for Sustainable Communities (2007); ➢ Sustainable Residential Development in Urban Areas Guidelines for Planning Authorities (2009); ➢ Design Manual for Urban Roads and Streets or ‘DMURS’ (2013) (Note updated in 2019) ➢ Retail Design Manual (2012). • Urban Design Manual (2009) (Section 1, Pg.3) Accordingly, the Cherrywood Building Height Review will take cognisance of the above suite of guidelines.

  7. SPPR 3 (Part B) requires the following: ‘It is a specific planning policy requirement that where; (B) In the case of an adopted planning scheme the Development Agency in conjunction with the relevant planning authority (where different) shall, upon the coming into force of these guidelines, undertake a review of the planning scheme, utilising the relevant mechanisms as set out in the Planning and Development Act 2000 (as amended) to ensure that the criteria above are fully reflected in the planning scheme. In particular the Government policy that building heights be generally increased in appropriate urban locations shall be articulated in any amendment(s) to the planning scheme. ( emphasis added) (Section 3, Pg.15)

  8. ➢ The Cherrywood Planning Scheme was approved in 2014, and subsequently amended (2017, 2018, 2020). ➢ The following slides show some relevant extracts from the Approved Planning Scheme.

Section 1.6 Vision for Cherrywood (Pg. 7 of the Cherrywood Planning Scheme) The over arching vision for the Planning Scheme is: • To create a sustainable place with a rich urban diversity , which respects its historical and natural setting while also facilitating innovation and creativity. • To spatially develop a cohesive and diverse community with a strong identity and environmental integrity. • To contribute to the economic growth of the County through the development of a vibrant economic community anchored around the Town Centre. • To provide a safe and friendly environment where people can live, work and play within an envelope of sustainable, integrated transport with a primacy of soft modes of transport throughout.

  10. Section 1.7 Principles for Cherrywood (Pg. 7 of the Cherrywood Planning Scheme) The main principles guiding the future development of Cherrywood are: • To promote the growth of Cherrywood which enhances and supports balanced sustainable growth in the Greater Dublin Region and does not undermine the vitality and viability of other areas in the County and the Region. • To create the framework for the development of a sustainable town and three villages with a supporting range of uses for the resident, working and visiting population. • To link the area to its immediate hinterland and adjoining communities by restoring connectivity that has been severed by major roads. • To work with the landscape by designing a form that is specific to Cherrywood, with a network of places each responding to its setting, landscape and climate. • To balance the employment, commercial and retail base of Cherrywood with the future residential growth of the Plan Area. • To create an environment that promotes / facilitates internal pedestrian and cycle movement meeting the requirements of Smarter Travel .

Map 2.3: Building Heights in the Approved Cherrywood Planning Scheme The building height review is particularly relevant to Section 2.9 of the Cherrywood Planning Scheme and Map 2.5 which illustrates the building heights as currently shown in the approved Planning Scheme, 2014 (as amended). See Pg. 16 of CPS

  12. Specific Objectives for Building Height in Cherrywood. See Section 2.9 of the Approved Cherrywood Planning Scheme PD 21 To allow building height within the range of storeys identified on Map 2.3. These heights have been informed by the characteristics of each site and are the maximum permissible on each development plot. PD 22 Local landmark and feature building elements over the stated building heights are acceptable at important locations, where they contribute to the visual amenity, civic importance and legibility of the area. These buildings are identified by the use of upward modifiers in Table 2.11 and act as focal points or gateways, emphasising hierarchy and urban activity in the Town and Village Centres and public transport nodes, at locations identified in Map 2.3. PD 23 It is an objective to encourage the use of ‘adaptable’ ground floor residential units with a greater internal floor to ceiling heights of 4 metres, along the Grand Parade and adjacent to Cherrywood Town Centre where increased overall building heights are proposed.
