CNA Residents Percep3on of Livability • Peninsula Charleston has passed the 3pping point of tourism volume resul3ng in excessive nuisance crimes and viola3ons affec3ng historic neighborhood livability • Lack of effec3ve planning and infrastructure are destroying historic neighborhood residents’ quality of life • Law and ordinance enforcement is ineffec3ve and insufficient to address the volume and severity of issues • Tourism pressure diverts law & tourism enforcement resources from resident livability issues • Erosion of livability is driving some residents to consider leaving downtown • Peninsula Charleston is the core aNrac3on of Charleston and must be managed responsibly
Specific CNA Livability Issues • Nuisance and Ordinance Viola3on Issues – Noise from excessively loud motorcycles and cars – Mul3ple carriages within a block backing up and slowing traffic – Pedi-cabs and tour buses opera3ng viola3ons – Animal waste on streets, sidewalks, parks, residen3al lawns degrading water quality – LiNer (boNles, cans, wrappers, containers, etc.) prevalent
Specific CNA Livability Issues • Public Safety and Crime Associated Issues – Bicyclists failing to obey opera3ng laws; bike rentals and sharing plans will present significant increased safety risks – Rose peddlers trespassing, damaging property, illegally peddling plus other crimes – Vehicles increasingly running red lights and stop signs – Percep3on that more serious levels of criminal ac3vity may be on the rise

Rose Peddler Complaints Taken from 911 call records • Common Complaints – Rose Kids selling roses, causing disturbance, blocking business entrance, harassing customers, leaving trash, blocking sidewalk – Trespassing and damaging trees • More serious complaints – Going through apartments next to business and throwing items down on customers – Rose kids crea3ng diversion while one tried to grab a woman’s wallet – Rose kids stealing a moped, something stolen by rose kid – 12 to 15 rose kids selling roses and harassing customers – Rose kid tried to sneak into cash drawer – Rose kids in the stairwell and spifng on people
Youth PalmeNo Art and Business Program • Sanc3oned and funded by the City of Charleston • Provides palm fronds free to registered program par3cipants • Open to youths 9 to 16 years of age – Require parents sign a permission slip – Must aNend business camp taught by USC School of Business – Police perform a background check in approval process • Administered by the Recrea3on Department • Official program t-shirt and ID card issued • Limited selling loca3ons (Aquarium, City Market, Waterfront Park, Exchange Building) • City employee present to monitor ac3vi3es • Limited selling 3mes to non-school hours / days • Limit daily opera3on 3me (non-school hours 8am to 8pm; school hours 4pm to 8pm; no selling ajer 8pm)
Illegal Rose Peddler Observa3ons This is an organized enterprise • Supported by adults with 8 to 17 year old youths as labor • Training ground for youths for a life of crime • Develops experts at avoiding police • They know police tac3cs and limita3ons • Unin3midated by home / business owners • Can become very aggressive when confronted • Can assume all are armed with knives to cut palm fronds • Collec3ng palm fronds from private property SOB and all across peninsula • Charleston Causing considerable property damage that goes unno3ced in public view • Operate mainly on weekends when school is in session • Operate every day when school not in session • Heavy par3cipa3on on major city events and holidays •
