What is the SCCC? • Passed in 2012 by legislation • Single workplace campaign • For state employees paid through the LaGov HCM payroll system • Replacing United Way workplace campaigns • Louisiana Association of United Ways (LAUW) = acting Principal Combined Fundraising Organization (PCFO) • Works in coordination with Office of State Uniform Payroll (OSUP)
What is the SCCC? • Employees can designate their donation to over 70 qualified health and human service charitable organizations (up to 4 designations allowed) • Convenience of payroll deduction or one time giving • Inaugural Year = 2014 • Begins = Sept. 15 • with pledge forms due Oct. 31 • with all other event revenue due Dec. 1
How does it work? • Each department/agency has an appointed Campaign Coordinator(s), who is responsible for: • Participating in a coordinator training • Securing campaign materials and support from PCFO • Preparing and sending communications as required to support the annual campaign at his/her location • Arranging for a presentation to employees • Turning in pledge forms to the PCFO • Maintaining confidentiality of pledge information • Completing the campaign evaluation form for their agency
How does it work? • Employees can give through: • Payroll deduction • One-time gift: • Cash • Check • Credit Card • Payroll Deduction • SCCC special events and fundraising efforts
What charities are involved? • All health and human service non-profits within Louisiana are invited to apply or reapply annually • Charities excluded by law: • Educational • Cultural • Religious • Political
What charities are involved? • 2014 = 73 health and human service charitable organizations • Small local organizations to larger national organizations • Providing services to our communities and/or state • All applied to be a part of the SCCC • Met all of the necessary requirements and qualifications • Reviewed and screened by the PCFO and OSUP for approval
How are funds distributed? • Contributions collected and distributed - quarterly schedule • Disbursements begin once all fees (fundraising and administrative costs) to the PCFO are paid • A % method is used to distribute the funds: • Due to uncollectibles (change in contributions or job status) • End of the campaign the % of funds pledged to each charity is calculated • Each charity will then receive the % of what is eventually collected quarterly from the PCFO • Undesignated funds (special events/fundraising revenue) calculated in the same manner
Why give to the SCCC? • This campaign is just for you and all state employees • Opportunity to support charities that you care about • Make a difference locally and throughout the state • Have confidence in giving, because the eligible charitable organizations are reviewed annually • Make a tax deductible contribution and designate your contribution to up to four charities of your choice • Afford a more generous gift over time with contributions being deducted per pay period
