  3. 1. Why do we need a plan? • Statutory requirement • Existing Development Plan dated: ‐ Local Plan (1996), Structure Plan (1997) ‐ Work ceased on UDP (2005) ‐ Previous LDP withdrawn (2010) • Insufficient land supply • Risk of ‘free for all’ (Eg, Recent Appeal in St Fagans)

Why do we need a plan? • The LDP is the only way to bring forward the new homes and jobs which are needed in a planned manner as part of a managed process • Provides certainty for all • Delay will not stop development ‐ Will lead to a piecemeal, unplanned approach • Need for a new Plan is now acute

How is the plan prepared? • Must follow complex statutory process • Numerous stages of preparation & consultation • Independently assessed against 10 ‘Tests of Soundness’ • To date: Delivery Agreement, Candidate Sites submitted, Vision & Objectives agreed, Strategic Options, evidence base & collaborative working, preparation of Preferred Strategy • Now: Consultation on Preferred Strategy

What is the Plan’s Strategy? • Meeting future needs: Providing new homes and jobs (45,400 homes, 40,000 jobs) • Delivering Cardiff’s role as economic driver of the city ‐ region • Creating sustainable neighbourhoods • Providing sustainable transportation solutions • Protecting Cardiff’s environment

Providing new homes and jobs • Consultation on growth options ‐ May/June 2011 • Evidence supports going lower than official projections • Higher delivery rate than average past build rates • Range and choice of sites (60% brownfield) • Benefits from comprehensive developments • Importance of Cardiff Central Enterprise Zone • Protecting existing employment land

Creating sustainable neighbourhoods • Opportunity to provide well planned new communities • Right facilities provided at the right time • Principles set out in Preferred Strategy • Masterplanning process will work up: ‐ General & site specific principles ‐ Schematic framework (not precise detailed blueprint) ‐ Identify required infrastructure and when/how delivered • Dialogue between Council, community and developers

Sustainable transportation solutions • Improving accessibility within and beyond Cardiff • Aim to secure a 50/50 modal split • Reducing the need to travel • Improving public transport • Park & Ride, Car Sharing Schemes, Travel Planning • Walking and cycling infrastructure, accessibility for all • Making best use of current network

Protecting Cardiff’s environment • Strategy minimises impact on environmental assets ‐ 5,500 hectares of countryside and river valleys protected • Parks protected within urban area • Views sought on Green Belt protection • Heritage assets respected • Opportunities to create new open spaces and enhance access to countryside and river valleys

What happens next ‐ Today? • Themes & questions based on Response Form • 15 minutes on each theme: ‐ 1 st : Individual responses via ‘Post ‐ Its’ & sticky dots ‐ 2 nd : Facilitated discussion • Opportunity if you have a different view to explain why and what you would do different • Today is an early chance for the Council to gain feedback ‐ Findings will feed into the consultation responses • Submit your formal response by 14 th December

What happens next ‐ With the plan? • Consultation responses collated & considered • Masterplanning & Infrastructure planning • Updating evidence base & LDP assessment processes • Preparation of Deposit Plan ‐ Approval September 2013 • Consultation on Deposit Plan & Alternative Sites ‐ Autumn 2013, Spring 2014 • Submission for examination ‐ August 2014 • Adoption ‐ October 2015
