Pharmaceutical Needs Assessment Pharmacy White Paper 2008 highlighted variations in PCT Pharmaceutical Needs Assessments (PNA) which resulted in inconsistent commissioning of pharmaceutical services and inequity in deciding on new pharmacy applications Health Act 2009 – statutory duty for PCTs to:- • Develop and publish a PNA by February 2011 • Full review of the PNA every three years • Use the PNA as a base for determining new pharmacy applications and to commission new services if required 1
Role of pharmacy services • Dispensing medicines • Expanding role in health improvement such as smoking cessation, weight management • Assisting public with self care and getting the best use from purchased and prescribed medications • Liberating the NHS July 2010 emphasised the pharmacy contract supports high quality and efficient services 2
North Staffordshire and South Staffordshire PCTs • Both PCTs have pharmacies, and dispensing practices in rural areas • South Staffs PCT population of 615,700 and PNA looks at 5 localities based on Practice Based Commissioning (PBC) clusters, Stafford and Surrounds, Cannock Chase, Seisdon Peninsula, South East Staffs and East Staffs • North Staffs PCT population of 212,000, has one PBC consortium and PNA looks at ward based needs assessment 3
Structure of PNA • Baseline assessment of current pharmaceutical services • Explains regulations relating to pharmacies and dispensing practices • Explains processes regarding new pharmacy applications and the commissioning of new services • Includes where pharmacies are located in relation to GP practices • Takes into account pharmacy and GP services in neighbouring PCTs • Identifies gaps in provision and future needs 4
Questions asked in the PNA • Is there a need for new pharmacies in North or South Staffordshire ? • Do existing pharmacies provide sufficient access in terms of opening hours for patients? • Do existing pharmacies provide an adequate level of services as commissioned by the PCT? • Are there new services that could be commissioned from pharmacies in line with PCTs strategies if funding is available? 5
Consultation Requirements NHS Regulations 2010 require PCTs to consult with • Local Pharmaceutical Committee and Local Medical Committee • Pharmacies and Essential Local Small Pharmacies • Councils – Staffordshire County Council, District and Town Council, Overview and Scrutiny Committees • Any NHS Trust or Foundation Trust in its area • Neighbouring PCTs • Any relevant local involvement; patient, consumer or interest groups e.g. Patient councils, district patient groups, Local Involvement Networks and the voluntary sector 6
Consultation Requirements continued • Must be consulted at least once on the draft PNA • Period of consultation must be at least 60 days • A report on the outcome of the consultation should be published detailing any changes made to the PNA as a result 7
Timetable of consultation and Final PNA • South Staffordshire PCT 1 st September -13 th November • North Staffordshire PCT 28 th September - 30 th November • Final PNA to be completed by January 2011 • Board sign off and published by 1 st February • Contact Jim Barlow 8
