Design-Build Team Hired Flatiron Constructors, Inc./Blythe Development Company Joint Venture and HDR Engineering Inc. • Rebuild the 1.2-mile section of Business 40, which includes reconstruction of the roadway, 9 vehicular bridges and 2 pedestrian bridges. • Build a major section of the Multi-Use Path from Peters Creek Parkway to Liberty Street (remaining section from Peters Creek to Lockland will be built afterwards) • Increase speed limit to 55mph. A Few Reminders • Initial construction work DOES NOT mean closure. • Peters Creek Parkway interchange and local road work will begin in Fall 2017 and finish in Fall 2018. • Business 40 will be closed beginning in Fall 2018 and ending in Summer 2020. • Liberty/Main and Cherry/Marshall one-way pairs WILL NOT be closed at the same time. • Detours and bridge closures must be noticed 30 days in advance. • Incident Management Plan is underway to better manage and clear accidents. A Transportation Management Plan (TMP) is currently being reviewed by the City and NCDOT. The TMP includes detours for vehicles and pedestrians. Building the Future
What we can Share with you NOW • Currently, NO vehicular detours are planned on First or Second Streets between Broad and Marshall Streets. • Pedestrian detours are planned for First Street between Broad and Marshall Streets. • A capacity analysis is being conducted on the proposed detours - results are anticipated this summer. Downtown Roads that provide “through” access during Closure First and Second streets in Holly Avenue Neighborhood will NOT be signed as detour routes. Bridges to reopen once complete – detours for each bridge closure. Building the Future

Managing Accidents during Closure (Incident Management) • Managing accidents will be critical during closure. • NCDOT is coordinating with City and County services, including Police, Fire, EMS, to remove/clear accidents quickly. • Will install mobile message boards to alert drivers. • Will contract with towing company to ensure quick removal of vehicles. • Will add one more driver to IMAP routes, add routes and mobilize equipment at specific locations.
