8 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Project Goals The overall objective is to replace the existing Buffalo Exchange Street Station with a new ADA compliant facility in a cost- effective manner.

Provide improved rail passenger comfort, convenience, and • enhanced passenger experience.

11 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Environmental Information The project is a SEQR Non-Type II action A SPDES permit is not required Asbestos Containing Material (ACMs) ACMs identified in the station building The Design-Builder shall be responsible for the abatement design, asbestos abatement, waste disposal and any required project monitoring/compliance air sampling during abatement of all confirmed and assumed asbestos containing materials Hazardous Waste/Contaminated Material Non-hazardous contaminated material has been identified within the project area. Any excavated non-hazardous contaminated material that cannot be reused on-site will require disposal in a NYSDEC-regulated solid waste landfill.

13 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Requirements • CSX railroad is responsible for all flagging operations. • All field personnel must attend CSXT contractor safety/security training, which is different from the Amtrak training. • The Design Builder is required to adhere to all CSX property access and safety rules. • Railroad flagging by CSX is required to work in close proximity to the tracks. This includes the use of equipment that has the potential to foul the tracks.
14 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Requirements • The Design Builder is required to obtain a Right of Entry Permit from CSX prior to the start of work near the tracks. • Example of CSX Insurance Requirements is in the draft RFP. • All submissions to CSX will be coordinated by NYSDOT’s Rail Projects Group. • The Design Builder shall submit for CSX a required: • 2 week minimum look ahead schedule for operations that require railroad flagging, updated weekly. Look ahead to be submitted by COB each Friday.
15 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Requirements Design Builder - Design Coordination: Directive: Adhere to CSX Public Projects Manual https://www.csx.com/index.cfm/library/files/about-us/property/public- project-manual/ This document contains valuable information for design and construction near CSX property. The Design Builder shall obtain CSX approval where required by the CSX Public Projects Manual and CSX Standards. The Design Builder is required to execute a PE agreement with CSX to enable review of their design.

17 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Requirements • Amtrak will provide passenger rail service from the new station. • During construction, passenger rail service is required to continue uninterrupted. • Temporary facilities are the primary interface with the public and a high level of coordination is necessary to ensure passengers are adequately accommodated.
18 Buffalo Station Design-Build Project (PIN 5761.87, D900044) Requirements • Close coordination with Amtrak and Amtrak approval is required for elements of the new station. • The Design Builder shall demonstrate adherence to Amtrak standards. • The Design Builder shall obtain Amtrak approval where required by Amtrak standards. • All submissions to Amtrak will be coordinated by NYSDOT’s Rail Projects Group.
