April, 12 th 2017 Broward County Employment Self Sufficiency program Organizational Overview and Capacity Opportunities Industrialization Center (OIC -SFL) of South Florida is a non-profit workforce training and community development organization creating personal development opportunities and pathways to self- sufficiency for urban youth and adults with barriers to employment . OIC-SFL achieves this goal through the delivery of industry recognized trainings and credentials, through customized training and employability programs in response to current and projected labor market information. Additionally, OIC-SFL provides specialized sectoral employability programs for entry level to middle skill job seekers, job training and talent development project management services and employer engagement strategic collaborative partnership programs. MISSION: The mission of OIC of South Florida (OICSFL) is to be a leader in providing quality self-help skills and employment opportunities for disadvantaged and underemployed residents, thus assisting them to become self-sufficient and productive members of society. Organizational Capacity and Experience OIC-SFL is in its 16 th year providing service the South Florida community, having designed innovative job training programs, executed and managed a range of programs in varied industry sectors, such as building and construction trades and customer service. Additionally, a key component of these programs was the provision of job development and job placement services. Examples of the range of similar programs and projects that OIC-SFL has successfully managed over the years include: Green Jobs -Through a Green Jobs Innovation Fund (GJIF) Program, OICSFL provided program trainees who were unemployed and underemployed with employment readiness and industry specific vocational training. The program enrolled 600 participants, with 569 completing and 1422 credentials attained by participants. Trainings and certification that OIC-SFL offered through this program include the following: Solar Thermal, LEED Green Associate, OSHA 10, NCCER Core Construction, Aerial Lift Equipment Certification, NCCER Your Role in the Green Environment, Green Building and Sustainable Development, and NCCER Weatherization. Funder: U.S. Department of Labor . Contract award amount: $3,374,945 Talent Management and Development -Provided Talent Acquisition, Talent Preparation and Learning Management Services to Keolis Transit Services equipping participants to work in a new organizational work platform. Training services were provided to 160 employees at Hollywood/Ft Lauderdale Airport. Contract amount approximately $90,000 Building and Construction Trades – OICSFL provided required OSHA 10 and NCCER certification training to jobseekers for the Biscayne Landing Project in Miami-Dade County. Broward County Transit Cleaning Reentry Pilot program - Providing maintenance to all Broward County buses in order to provide services to transit passengers, while creating jobs for those in underserved communities who are under and unemployed. Project currently staffs 23 Broward county residents of which 100% are persons who have been incarcerated and or have a legal infraction that have impeded their ability to solidify employment. 85% of the staff hired come from the BMSD. Additionally, we currently have waiting list of over 50 Broward County residents who remain viable candidates for this effort. OICSFL – Employment Self‐Sufficiency Program Services Page 2
Marketing and Recruitment: OIC of South Florida prides itself in being a grass roots, community based Workforce Development organization. As such, our core engagement efforts remain rooted and focused on areas such as the BMSD. Specifically, OIC-SFL remains engaged with the frequently correspondences being sent out by Ms. ARETHA L. WIMBERLY and attendance of the BMSD INTERNAL COMMITTEE. Additionally, promotion and progress of the project would be presented at the various home owners association meetings in the BMSD, the consideration of engaging a community champion/liaison who might be hired to work on the project shall also be a part of our engagement strategy. OIC-SFL also consistently engages and markets opportunities in the Westside Gazette of which when utilized in combination with the aforementioned strategies have been effective. This sentiment and commitment shall also be shared with the all project subs. Sustainability in the employability Self Sufficiency program: As previously noted, OIC-SFL maintains a commitment to its mission in providing opportunities to foster economic self-sufficiency for the residents of South Florida and in constant striving for resources to support our mission. Specifically, OIC-SFL’s current annual budget of six million is solely comprised of such opportunities. This is includes vocational training programs whereby BSMD can enroll to receive job training, case management, vocational certifications, support services, academic support services, mentoring, job placement and retention serves at no cost to them. Additionally, OIC-SFL has launched its newly formed social enterprise cooperation OIC-Si (OIC Strategic Integration) in order to take on various micro enterprises-projects whereby students who complete our various trainings may be placed in jobs. Project management approach of proposed OIC-SFL Employment Self Sufficiency program OICSFL shall provide to offer administrative and project management oversight for services and tasks to be completed as detailed by the Employment Self Sufficiency Program. OIC-SFL through highly trained and accountable work crews comprised of community residents who are unemployed or underemployed, ages 18 and older, will complete tasks and services based upon an agreed upon deliverables schedule. OICSFL proposes to provide infrastructure and community quality of life services in five key neighborhood improvement project services functional areas: HIRE AND TRAIN PROJECT MANAGEMENT TEAM AND WORK CREW LEADERS – Train key leadership staff, review performance standards and deliverables, create project management and activity schedule in partnership with Broward County Municipal Services District Neighborhood Improvement staff, (To Commence Upon Contract Execution) OICSFL – Employment Self‐Sufficiency Program Services Page 3
EMPLOYABILITY AND JOB READINESS TRAINING: Soft Skill and Customer Service Training and Certification, Career Pathway and Career Development Coaching, provide postsecondary navigational services to Broward College as appropriate for selected community residents, (45 Day Duration, Commence Upon Contract Execution) PUBLIC WORKS BASICS: OSHA 10, OSHA 30, Safety Basics, NCCER – Essential technical skills required for completing infrastructure projects efficiently and safely and providing community residents with the opportunity to attain industry recognized stackable certifications and credentials, (Ongoing) WORK CREW FORMATION, SERVICE DELIVERY MANAGEMENT AND SUPERVISION: Recruitment, hiring and supervising community residents for employment opportunities on work crews charged to perform tasks and services as per established project schedules and compliant with Broward County expectations and performance standards, and (Ongoing) QUALITY ASSURANCE AND REPORTING – Conduct weekly internal quality and project performance reviews, identify and respond with solutions to opportunities for improvement, review weekly reports from Crew Leaders and provide monthly updates and reports to Broward County Municipal Services District Neighborhood Improvement staff as per an established performance management protocol.
