1. COMPANY BACKGROUND The Air Traffic and Navigation Services (ATNS) Company of South Africa is the sole provider of air traffic management, communication, surveillance, navigation, and training and associated service within South Africa. ATNS manages 10% of the world’s airspace. Standing strong with over 1200 employees, ATNS strives to continuously provide safe airspace, orderly, expeditious and efficient management of Air Traffic Management services. The company operates at 21 aerodromes within the country, including OR Tambo, Cape Town and King Shaka International Airports. In the rest of the African Continent, ATNS provides amongst others the Aeronautical Satellite Communication (VSAT) networks. This service extends from Cape to Cairo interconnecting more than 33 states in Africa and Middle East. Other services include ATS and technical training, WGS 84 surveys, airspace design, AIP documentation, billing and consultancy services.

Procurement from non compliant Suppliers is not acceptable
6. PROCUREMENT REQUIREMENTS Suppliers not meeting the requirements of the Preferential Procurement Requirements are required to form a joint venture which must be established with South African BBBEE compliant enterprises and which must result in significant Transfer of Technology and Skills development. Any workable plan to train and promote black businesses or individuals through meaningful participation in this project will be considered favorably by the Company during the Tender evaluation process. All responsive tender offers shall be evaluated in terms of functionality and scoring system for Price and B-BBEE. The 90/10 Preference Point System shall be applicable in accordance with the Preferential Procurement Framework Act (No.5) of 2003 as amended 2011 and 2017 A functional threshold has been set at minimum 77% for this tender and only Tenderers who obtain 77% and above will be evaluated further in terms of Price and B-BBEE (90/10).
Threshold Minimum Functionality sub-thresholds have been set for the individual Volumes. These sub- thresholds are: • Volume 2: 80% • Volume 3: 70% • Volume 4: 70%
5. PARTNERSHIPS / JOINT VENTURES Encourage JVs/Partnerships between Skilled Suppliers (OEMs/Large Enterprises) and Emerging BBBEE Suppliers Monitor skills transfer – Skills transfer programme and timelines to be submitted signed by both companies BBBEE partner must possess required level of: ▪ Education/Level of understanding ▪ Aptitude(to be further developed) ▪ Willingness to learn JV’s/Partnerships: ▪ Memorandum of Understanding ▪ Contract Joint Venture agreements ▪ Skills Transfer Plan

• Rate of Exchange Variation Upon Contract award, the contractor shall hedge the foreign content, and immediately provide same to ATNS. Any variation between the quoted rate in the Price Schedule, and Hedged Rate shall be for the account or credit of the contractor. Price must be fixed for the duration of the project
8. SCOPE OF WORK Technical Team will present the scope of work. Bidders can pose questions after presentation ATNS Team will respond to questions and should the team require to consult from the principals, questions must be submitted in writing and ATNS will respond in writing. ATNS will publish questions and answers on the website: http//www.atns.co.za. The closing date for questions 15 May 2019 at 12H00 CAT and will be published on our website on 17 May 2019

2. GENERAL INSTRUCTIONS TO TENDERERS Submit all responses, diagrams, project management documentation and drawings according to the GENERAL INFORMATION AND INSTRUCTIONS TO TENDERERS document and in the English language. Each paragraph or article has been appended throughout with the letters “(M)”, “(D)”, “(O)” or “(I)”. “(M)” - indicates that the requirement M andatory and proposals not compliant with the requirement shall be disqualified for further evaluation. “(D)” - indicates that the requirement is D esirable and the tenderer is expected to declare their level of compliance, formal response and reference supporting documents. “(I)” - indicates that the requirement is for I nformation, however the tenderer is still expected to respond and provide information if requested. Any information gathered herein may form part of the contractual terms. “(O)” - indicates that the requirement is O ptional, and the tenderer may decide how to respond.

GENERAL INSTRUCTIONS TO TENDERERS FAILURE TO ADHERE TO THE FORMAT PROVIDED FOR RESPONSES WILL RESULT IN PENALIZATION Responses, provided in the space allowed, that are not clear or inadequate or the lack thereof shall be interpreted as “Not Compliant” . Responses not addressing the requirement of the specific paragraph shall be interpreted as “Not Compliant” . Tenderer’s shall declare compliance to each and every paragraph of this document in the column labelled “Compliance” as follows: ▪ C: fully compliant = 2 points; ▪ PC: partly compliant = 1 point; ▪ NC: not compliant = 0 points. ▪ Noted: Noted and accepted (applicable to paragraphs marked as “I”, not containing requirements) For paragraphs declared “PC” or “NC”, include a statement as to the nature of the variation.
3. SCOPE • Decommissioning of existing equipment; • Disposal of the existing equipment in line with the ATNS processes and procedures; • Commissioning of the PSR and SSR, Approach Radar System at FAOR and FACT with commissioning flight checks; • Replacement of the Radomes; • Replacement of the Generator, the air-conditioning and fire suppression systems; • General refurbishment of existing building facilities and security measures; • Replacement or enhancement of the existing Remote- Control Monitoring and Management System (RCMMS); • Provision of basic and advanced training to maintenance personnel; and • Maintenance and support of the surveillance systems.

If the question cannot be answered on the spot, we will revert to you with an answer after Site Visit. All Questions and Answers will be made available to all attendees.
