History The Blackburn-Ingram corridor is comprised of three distinct segments: Blackburn Road from Murphy Road to Hilltop Trail – improved 4-lane divided concrete road Blackburn Road from Hilltop Trail to 3rd Street – unimproved 2-lane asphalt road Ingram Road from 3rd Street to Dewitt Road – unimproved 2 lane asphalt road
History, continued During the past several years, traffic volumes in the corridor have continued to increase. Due to the conditions of the larger surrounding road network, the Blackburn- Ingram corridor is utilized by residents of Sachse, Wylie, and Murphy to travel to and from work. As all three cities have grown in population, the corridor continues to see peak hour traffic volumes in the morning and evening grow beyond the capacity of a 2-lane asphalt road.
Existing Conditions Increasing traffic volumes have had a significant impact on residents of the adjacent neighborhoods of Sachse, including: Westgate Sachse West Estates The Oaks Addition Longmeadows Spring Meadows Estates Hilltop Meadows Addition Sachse Ranch Estates John C. Herring Addition
Existing Conditions, continued Residents living in these neighborhoods have expressed concern regarding an inability to exit their neighborhoods during peak traffic times due to the volume of pass-through traffic in the Blackburn-Ingram corridor. Staff has confirmed these concerns to be valid during multiple visits to the intersecting streets during peak traffic times.
Ingram-Dewitt Intersection In addition, there is now significant congestion at the intersection of Ingram Ingram Road Road and Dewitt Road during peak traffic times. The four-way stop at this intersection causes eastbound traffic on Ingram to back-up to the 3rd Street intersection. Dewitt Road The City hired a consultant to complete a traffic signal warrant study for the intersection in May 2017. The study showed that the intersection met the criteria for a traffic signal by two warrants. Only 1 warrant is required to be met.
Capital Improvement Plan Traffic congestion negatively impacts the citizens of Sachse, and as such, improving transportation is a major component of the City Council's goal to strategically invest in the City's existing and future infrastructure. There are two roadway expansion projects listed in the City of Sachse Capital Improvement Plan: R-13-11a – Traffic Signal Improvements at Ingram-Dewitt (100% Funded - $500,000) R-13-11b – Widening of Blackburn Road and Ingram Road (Funding TBD, estimated cost - $5,000,000)
Project Impacts and Partnership Opportunities Sachse has Dallas County residents and Collin County residents who are impacted by the transportation conditions of the Blackburn-Ingram Corridor. In addition, there is a major portion of traffic volume in the corridor coming to/from Wylie and Murphy, located in Collin County. This pass-through traffic is continuing to grow in volume, causing increased impacts on Sachse neighborhoods along the corridor. The City has engaged Dallas County regarding the project and will also be reaching out to Collin County. Our goal is to develop a partnership with both Dallas County and Collin County to fund the design and construction of the necessary roadway improvements in the corridor.
Next Steps Staff will present an item in the regular meeting to award the design of traffic signal improvements at the intersection of Ingram Road and Dewitt Road. Staff will kick off the design project this month, with the goal of bidding the project for construction in late Spring/early Summer. Staff will continue to work with potential stakeholders, including Dallas County, Collin County to identify any potential partnership opportunities to fund expansion of the road.
