Current Billing Methodology History Core of the current billing methodology has been in place since the construction of several meter stations in 1977 Originally began with meter stations 1, 2, 4, 5, 6, 8, 9, 14, 15 Reduced wastewater sampling (Black and Veatch-1997) was implemented Sewer service area has experienced significant growth and additional annexations (Pulaski, Suamico, Luxemburg, Pittsfield Sanitary District, Town of Scott Sanitary Districts, De Pere, Ledgeview, Lawrence, and Ashwaubenon) Rate Methodology for Cost Allocation was conducted in 2012/2013 and implemented in 2014
Types of Wastewater Treatment Service Billing NEW Water has four ways to bill a customer for wastewater treatment services rendered. They are: Wastewater metered and sampled Wastewater metered and unsampled Unmetered and unsampled Population Equivalent = Population Equivalent (PE=PE)
Flow Metering
Flow Metering Billing system is comprised of 29 meter station sites Flow meters are calibrated, at a minimum, once every six months Sites are reviewed each morning Four types of flow metering stations: flumes with level transducers flow tubes with level transducers and velocity probes mag meters open channel, oversize manhole metering with Flo-Dar (radar velocity) Mission Communication – cellular telemetry
SQL/Access Based Billing Program
Commission Approved Unmetered and Unsampled Unit Parameters The original unmetered and unsampled units were textbook values of 80,000 base flow, 48,000 I/I, 200 mg/L BOD, 200 mg/L SS, 9.6 mg/L P and 50 mg/L TKN The units were revised several years ago to be more in line with wastewater characteristics discharged from NEW Water’s residential/commercial sewer service areas. Flow Volume (base usage and I/I) = 90,000 gallons per lateral connection Biochemical Oxygen Demand (BOD) = 200 mg/L Total Suspended Solids (TSS) = 250 mg/L Total Phosphorus (TP) = 6.3 mg/L Total Kjeldahl Nitrogen (TKN) = 40 mg/L Unmetered and unsampled data are derived from selected meter stations (MS 1, 3, 5, 8, 7, 14A) that exhibit strong residential and minor commercial discharges and have different age sewerage systems.

Current Billing Methodology - Summary Customer wastewater invoices are generated by using either: • Wastewater metered and sampled • Wastewater metered and unsampled • Unmetered and unsampled • Population Equivalent = Population Equivalent (PE=PE) The core of the current billing methodology has been in place for about 40 years Flow monitoring is real time and readily available from any Wi-Fi device Unmetered customers report connections on an annual basis Wastewater invoices are submitted to each customer on a monthly basis Past wastewater invoices can be adjusted and corrected within the current billing year Rate Methodology for Cost Allocation conducted in 2012/2013 and implemented in 2014 Billing Methodology Development Project, approved by Commission in March 2014 and launched in April 2014
