Process:  Assessment Rubric remained unchanged for the 2016-2017 school year.  The district Harassment, Intimidation, and Bullying (HIB) Specialists met with the HIB Coordinator to review the process for completing the Self Assessment.  The HIB Specialists met with their schools’ safety teams to complete the assessment.  Results were scored and forwarded to the Anti-Bullying Coordinator. 1

Process: (cont.)  Results are to be presented for public review (this meeting)  Results are included in an electronic report due to the NJDOE by September 30, 2017  Once results are reviewed and approved by the NJDOE, districts are required to post the score on each school’s website and the district website 2

Analysis of Self Assessment Results  District wide scores indicated improvement in 5 of 6 buildings  Policy Training and Staff Instruction were the lowest average element scores in 2015-2016 and improved in the 2016-2017 school year  Investigation procedures are consistently followed district wide  HIB programs are consistently implemented  Concerns noted in training of volunteers, substitutes, and contract service providers  Action: Creation of voice over power point training  HIB Reporting Element (element 8) indicated concerns regarding Self Assessment Score posting  Action: District HIB webpage update now includes score 6

Facts and Trends: Reporting Period 2  Downward trend of confirmed violations noted over three year period  Noted consistently higher rates of reported incidents in January and March  CMS continues to account for highest percentage of district investigations and confirmed HIB violations  GLHS: Significant downward trend in number of investigations over three years  Elementary schools: MPS maintains highest number of investigations/violations 8

Facts and Trends: District Data Over a three year period:  Identified higher proportion of male victims to female victims at each level  Identified higher proportion of male offenders to female offenders at each level  68% of elementary investigations involve offenders in grades 4 and 5  76% of high school investigations involve offenders in grades 9-10 10

Facts and Trends: Continued Over a three year period: 71% of elementary investigations concerned incidents taking place  at lunch or recess  At the secondary level, identified trend shows a slight increase in the number of incidents taking place in the classroom settings Protected category: Perceived social status now accounts for the  majority of the elementary cases investigated  Protected category: Race/National Origin has trended up at CMS  Protected category: No consistent trend at GLHS (sexual orientation and mental/cognitive ability appear to account for most investigations) Protected category: Physical appearance remains consistent  targeted area at all three levels 11

Facts and Trends: Continued Over a three year period:  Noted decrease in the number of reported incidents in September and October in last two years  Noted increase in reported incidents in November and June in last two years  January and March continue to maintain higher number of reported incidents since the inception of the law  February and December continue to maintain lowest number of reported incidents since the inception of the law 12

  14. “Single Incident” " Harassment, intimidation or bullying" means any gesture, any written, verbal or physical act, or any electronic communication, whether it be a single incident or a series of incidents…”  Majority of BHPS investigations generate from single incident  Impulsivity  As stress and demands increase, tolerance and frustration thresholds decrease 13
