  6. BAYWAY CORRIDOR PLAN The Bayway Drive was once a thriving corridor boasting new homes and modern retail � centers, but as Baytown grew new developments were constructed to the East. Soon, existing businesses relocated to new commercial districts or closed which left vacant structures and properties along the corridor. T oday Bayway Drive is unique as it connects a variety of land uses, neighborhoods, industrial plants, community facilities, and vacant and underutilized properties. The Bayway Corridor Plan will be used to drive the revitalization of the Corridor by � identifying key marketing and economic development opportunities and challenges, beautification opportunities, and infill development opportunities.   7. BAYWAY CORRIDOR PLAN The City issued a Request for Proposal (RFP) on October 30 th , 2019 for the Bayway Drive � Corridor Plan and Comprehensive Plan 2040. City Council entered into a contract with Kendig Keast Collaborative (KKC) on March 12 th , � 2020. BAYWAY CORRIDOR PLAN � Goals: � Garner strong, robust citizen participation throughout the development of the plan � Identify opportunities for projects that will draw new investment, users, and visitors to the area � Identify ways to increase pedestrian/bicycle mobility in the subject area � Identify beautification opportunities along the corridor � Identify and repurpose unused/underused public right-of-way in the subject area � Develop a Capital Improvement and Action Plan for the subject area BAYWAY PLAN STAKEHOLDER COMMITTEE KICKOFF MEETING

BAYWAY CORRIDOR PLAN Phase 1: The Existing Corridor � The current conditions of the Bayway Drive Corridor will be examined including: existing land use � and development patterns, market conditions and demographic trends, and infrastructure conditions including multi-modal transportation conditions. Phase 2: The Future Corridor � During this phase the consultants will begin focusing on a series of specific action items in five � categories: capital improvements; programs and initiatives, development regulations and standards, partnerships, and more targeted plans/studies that may be necessary to ensure effective action. Phase 3: Implementation � During this phase the action items created in Phase 2 will be prioritized in the capital improvement � plan as well as provide technical specification and conceptual designs. Phase 4: Plan Finalization and Adoption � During this phase, all input gathered during Phase 3 will be integrated and the plan will be finalized � and adopted. MARKET STREET CORRIDOR STUDY The Study was adopted by City Council on February 1 st , 2019 � Burditt Consultants were contracted to create a plan for the redevelopment and beautification of � the Market Street Corridor. The process included a series of town hall meetings, neighborhood meetings, stakeholder meetings, and an online survey. The final Market Street Corridor Study included several catalyst projects that ranged from � greyfield redevelopment to pedestrian improvements. The City of Baytown is partnering with Harris County and together committing $ 12,228,000 � for the design and construction of several catalyst projects including: The reconfiguration of 2.35 miles of Market Street into two driving lanes separated by a 12-foot shared- � use path with low impact development (LID) swales. Installing three new roundabout at West Main Street/ Market Street, Airhart Drive/Market Street, and � T exas Avenue/Decker Drive/Market Street Converting an abandoned railroad right-of-way to a pedestrian and bicycle trail that will connect to Goose � Creek Trail. BPSC ROLE � Provide essential background and insights about the Bayway Drive area � Sounding board for the goals, priorities and action strategies � Represent key stakeholders of the area (neighborhoods, businesses, and community facilities) � Spread the word about public events and input opportunities � Help guide the development of the plan BAYWAY PLAN STAKEHOLDER COMMITTEE KICKOFF MEETING

  16. BPSC MEETING SUMMARY Kickoff (July 16 th , 2020): The BPSC will be introduced to the Bayway Corridor Plan � Project, including planning process and BPSC responsibility. This meeting will be 1 hour long. Meeting #1 (August 2020): BPSC will be introduced to KKC (the consultants) and have a � tour of the subject area. The tour/meeting may be virtual and will last approximately 2 hours. Meeting #2 (September 2020): BPSC will be given the “Existing Corridor Report” and � asked to provide feedback. This meeting will be approximately 2 hours. Meeting #3 (October 2020): BPSC will be given the “Future Corridor Report” and asked � to provide feedback. This meeting will be approximately 2 hours. BAYWAY PLAN STAKEHOLDER COMMITTEE KICKOFF MEETING

  17. OUTREACH ACTIVITY SUMMARY Small-Group Listening Sessions : A small group of invited stakeholders will be invited to participate in a � targeted discussion. These will not be open to the public and some BPSC members (or their organization) will be asked to attend. Each session will be 1 hour. Online Surveys : A public survey(s) will be posted online to gather feedback from stakeholders. BPSC � members will be asked to help promote participation by sharing it with friends, family, neighbors, and colleagues. Corridor Plan Open House : Residents, property owners, business owners, and other stakeholders will be � invited to view displays and hear an overview presentation to learn more about the plan and provide feedback on action priorities. This is the final event prior to City Council Public Hearing and adoption. BPSC member will be asked to attend and help promote participation by sharing it with friends, family, neighbors, and colleagues. This event is usually held in person and is formatted as “go at your own pace” event. Public Hearing and Adoption : The City Council will hold a Public Hearing and adopt the Bayway Corridor � Plan. This meeting will be approximately 1 hour long and BPSC will be invited to attend. Civic Group Sessions : Civic Groups or other groups of Stakeholders my host project updates and/or � engagement activity events throughout the planning process.
