COMMUNITY ENGAGEMENT PROCESS • DPR is committed to a robust community engagement process that ensures all residents' voices are heard and respected. • DPR sent an official letter of intent to transfer the Ellington Field from DCPS to DPR on 11/14 • DPR has already started engaging with members of ANC 2E, the Citizens of the Burleith Civic Association and the Parent Teacher Organization (PTO) leadership of Duke Ellington (SHADE), Hardy Middle School and School Without Walls. • DPR will host a community meeting during the week of December 16 th or a date mutually agreed upon by the ANC to discuss field permitting and community concerns

DPR’S PERMITTING GUIDELINES • DPR is committed to working with residents, educational institutions, and community groups to ensure usage of District-owned fields and play spaces, in accordance with DPR's permitting guidelines and regulations. • Guidelines and regulations for DPR's permitting process can be found in Chapter 7, DEPARTMENT OF PARKS AND RECREATION, Title 19, AMUSEMENTS, PARKS, AND RECREATION, of the DCMR. • DPR accepts applications during a "Permit Window" - a window of time during which all applications are considered concurrently.

DPR’S PERMITTING GUIDELINES • Permit applications are prioritized in the following order: – DPR sponsored activities. – Partners with written agreement. – Athletic programs organized by DC Public Schools, District Public Charter School, or the DC State Athletic Association for competitive league play (games only). – Youth non-profit organizations, including schools, principally serving District residents. – Adult non-profit organizations principally serving District residents. – Other organizations, groups, or individuals for private use that are based in the District; and then others. Organizations that "principally serve District residents" are defined as organizations with over 75% of participants residing in the District. Roster or other proof of residency may be required.

NEXT STEPS • DPR will maintain its commitment to ongoing engagement with the Community. • On December 14, 2019, the 30- day comment period ends for the administrative transfer of the Duke Ellington High School Athletic Field from DCPS to DPR. • During the week of December 16, 2019, DPR will host a community meeting to solicit community input on the potential future uses of the field and discuss its permitting process. • DPR will stay in close contact with PTOs, ANCs, and Community Organizations.
