Strategies for Increasing Arlington Tech to 600 Students • Installation of eight relocatable classrooms in summer 2019 • Collaboration with the County to renovate the second floor of the Columbia Pike Library so that it can be used by Arlington Tech during the school day and the Library at other times • Installation of additional relocatable classrooms in summer 2020, some of which may be used as swing space to allow moderate and larger interior renovation projects to continue into the school year if necessary • Moderate interior renovations in summer, and possibly extending into fall 2020, coordinated with the overall concept design for the Career Center Expansion Project to be approved by the School Board in March 2020 • Larger interior renovations in summer, likely extending into fall 2021, coordinated with the overall concept design for the Career Center Expansion to be approved by the School Board in March 2020 • Collaboration with the Arlington County Board and the BLPC/PFRC to proceed with construction of a third floor over the two-story section of the Career Center as soon as possible, and before receiving the Use Permit for the overall Career Center Expansion project in 2021, using remaining funding already approved in the FY 2017-26 and FY 2019-28 CIPs, and possibly additional funding approved in the FY 2021-30 CIP; earliest likely delivery date September 2022 4

Update on Summer 2019 Work • Using existing term contracts: • Kitchen equipment has been ordered so that it can be installed by the general contractor before school opens. • Construction Manager Advisor (CMA) has started work. • Invitation to Bid (ITB) to hire General Contractor for summer interior renovations posted on April 15, 2019; due on May 14, 2019. • 8 relocatable classrooms to be installed in parking lot by Maintenance Services. • Parking spaces to be leased off site to replace spaces lost to relocatable classrooms. 6

Career Center Expansion Project • The School Board’s a dopted FY 2019-28 Capital Improvement Plan (CIP) includes two projects at the Career Center site: • Arlington Tech Expansion for 250 high school seats to be completed by start of school September 2021 for a maximum total project cost of $18,750,000, bringing the total capacity of Arlington Tech to 600 seats. • Career Center Expansion Project to be completed in two stages: athletic field and parking garage by start of school 2023 and 800-seat addition with performing arts facility by start of school September 2025 for a maximum total project cost of $184,700,000. • In September the BLPC/PFRC process will begin the Concept Design Phase of the Career Center Expansion Project which will include both CIP projects. 8
Potential Changes in FY 2021-30 CIP Changes in enrollment projections, new information and opportunities, and design proposals developed during the BLPC/PFRC process often cause the funding, timing and phasing of CIP projects that have not proceeded beyond the Concept or Schematic Design phases to change in the next CIP adopted by the School Board. Given continued changes in enrollment growth, and the complexities, opportunities and demands at the Career Center site, it is likely that the BLPC, PFRC and staff will recommend some changes to the funding, timing and phasing of the Arlington Tech and Career Center capital projects in the FY 2021-30 CIP. 9
Career Center Expansion Updates • Staff issued Request for Qualifications (RFQ) for Construction Manager at-Risk (CMR) on April 11, 2019; qualifications due May 9, 2019. • Staff began drafting a BLPC charge. • Staff began negotiating a fee for architecture and engineering services to support the concept design phase. • Following the recommendation of the Career Center Working Group (CCWG): • Staff completed and posted a report researching the location of historic Camp Casey https://www.apsva.us/wp-content/uploads/2019/05/190501_CampCasey_FinalReport.pdf . • Staff collaborated with County staff to develop scope for Multimodal Transportation Analysis (MMTA); work has commenced and is scheduled to be largely complete before BLPC/PFRC process starts in September. 10
