Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels (Global Record) Ari Gudmundsson Fishery Industry Officer (Vessels) Fishing Operations and Technology Service Fisheries and Aquaculture Department FAO, Rome 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 1
Outline • Initiatives, instruments and tools to combat IUU fishing worldwide • Global Record (programme components, scope, phased approach, etc.) • Unique Vessel Identifier (UVI) • Current and future work on system development • Funding • Summary 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 2
Initiatives, instruments and tools to combat IUU fishing worldwide • Major global threat to the long-term sustainable management of fisheries • FAO’s International Plan of Action to Fight IUU fishing (IPOA-IUU) • Port State Measures Agreement (PSMA) • Voluntary Guidelines for Flag State Performance (FSP) • EU IUU regulation Courtesy of the Environmental Justice Foundation 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 3
Global Record • One of the latest tools to fight IUU fishing • Strong synergies with the PSMA and FSP • Information on identification of fishing vessels and fishing- related activities 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 4
The Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels Central repository of vessel related information that can be used to: • identify the vessel; • describe its capacity and capability; • identify its owners and associated interests; • identify its fishing authorizations; • provide a history of non-compliance (inspections, infractions, IUU lists, etc.) • provide any other relevant and available data 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 5
Programme components Three major areas: • Promotion • Capacity development • System development 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 6
Scope (not only for fishing vessels) The Global Record also applies to other vessels involved in fishing operations: • refrigerated transport vessels • supply vessels Enhanced transparency in • transhipment operations and • refuelling at sea 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 7
Phased approach (as agreed at the 2010 TC) Phase 1: Vessels of >=100 GT or 100 GRT or >=24m Phase 2: Vessels between 50 and 100 GT; or 50 and 100 GRT; or 18 and 24m Phase 3: Vessels between 10 and 50 GT; or 10 and 50 GRT; or 12 and 24m • Source: SOFIA 2012 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 8
Unique Vessel Identifier (UVI) • UVI - the key component to identify and track vessels • 1 st step: vessels >= 100 GT/GRT • UVI – also useful for traceability of fishery products • New resolution A.1078(28) on IMO Ship Identification Number Scheme • IMO Numbers now apply also to fishing vessels • Preconditions have now been met of using the IMO Number as the UVI 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 9
Global Record – the major tool in implementing the PSMA Annex A: Annex C: 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 10
Current and future work on system development • Prototype system on Phase 1 for demonstration at COFI • UVI number related information (from IHS-M, EQUASIS, RFMOs, etc.) • Strategy paper (session background document) for COFI 2014 • Phase 1 operational • Expansion to Phase 2 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 11
Funding • Ad hoc funding, mainly on Donors that have capacity development provided funding for the development of • Consistent funding the Global Record: (through a long-term • Australia project), is urgently • EC needed for the system • Republic of Korea finalisation and operation • United Kingdom • United States • Costs could be shared by a group of contributors (as is the case for EQUASIS) 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 12
Summary Issues that have been addressed: • necessity of an UVI • UVI to be applied > 100 GRT • RFMOs to coordinate their records with the Global Record • Potential data providers interested in cooperating • Prototype system at COFI 2014 with certified data for approx. 23,000 fishing vessels • Implementation of Phase 1, in a matter of months, subject to availability of funds 4 th Global Fisheries Enforcement Training Workshop San Jose, 17-21 February 2014 13
