  3. 700 MHz Clearance • Mission : To clear the 700MHz spectrum from UK transmitters and UK Special Events companies. Once cleared this spectrum will then be auctioned by Ofcom to Mobile Network Operators for use in new 5G networks • Why? : 5G requires additional spectrum/capacity. 700MHz also propagates better in rural environments, and better penetrates buildings in Urban areas, than current mobile frequency bands. HM Treasury will also raise money through the auction. • Impact : - 14-20m homes will need to retune their TV equipment - 100,000 -160,000 homes may need to replace their aerial - 40,000 - 110,000 may need to have their aerial realigned Budget : £400m • • Completion : May 2020

  6. Local Full Fibre Networks Programme • Stimulate the telecoms market to invest in more fibre connectivity for homes, businesses and 5G masts. Working with Local Bodies and Suppliers to aggregate demand for Gigabit connectivity to the Public and Private Sector Buildings and Residential Group Schemes • £294m of NPIF funding announced since November 2017: • Wave1 projects - underway to test 4 different delivery mechanisms (£10.4m) • Wave2 projects – 13 successful bids into a Challenge Fund (£95.5m) • Future Waves in planning (£95m) • Trans-Pennine Fibre build between Manchester and York (£26.4m) • National Gigabit Broadband Voucher Scheme (£66.7m) Completion March 2021 •

  7. Wave 1 #1 LFFN – Public Sector Anchor Tenancy (PSAT) Wave 1 location: West Sussex County Council and its Districts • 152 Public Buildings to get full fibre connection • 103 fibre surveys completed • 53 Wayleaves completed • Build started in Chichester during September • Completion Spring 2019

Wave 1 #2 LFFN – Public Sector Building Upgrades (PSBU) Wave 1 location: Department for Education School Upgrades to fibre • Upgrading over 100 Schools across the UK to Full Fibre Tranches / Description # Schools • Working with DfE, Grids for Tranche 1 - Individual Schools 8 Learning and Individual Schools Tranche 2 - Individual Schools 7 • 1 school live. Another 8 to go live Tranche 3 - Individual Schools 19 October/November. 14 further orders placed. Survey/Estimation East Midlands - via EMPSN 41 underway at 80 other Schools Staffordshire 24 • A further circa 850 additional Oxfordshire 5 Schools embedded within LFFN Wave1/2/3 projects. Our ultimate target is to upgrade over 1,000 Schools to Full Fibre

  9. Wave 1 #3 LFFN – Gigabit Broadband Voucher Scheme (GBVS) https://gigabitvoucher.culture.gov.uk / Voucher: £3,000 for SME/ £500 for Residential • 385 suppliers registered • £66.7m of funding • Over £15m of vouchers requested • Over £5m already installed •

Wave 1 #4a LFFN – Public Sector Asset Re-use (PSAR) • Fibre ring complete and 80% of fibre spurs • 16 Co-operative members (8 private ; 8 public) • Temporary Digital Exchange live with link to IX-MCR live • 147 premises directly connected Wave 1 location: 1 st Customer: Summers Quay. 67 dwelling Social Housing • Tameside Metropolitan Borough Council (Greater Manchester) • Brings fibre within 200 metres of 38,000 premises Commercial re-use of 50km of existing Council Duct and Fibre

Wave 1 #4b LFFN –Public Sector Asset Re-use (PSAR) • 432 fibre trunk cable alongside the rail track between Manchester and York Wave 1 location: • 5G Masts at 500m-1km spacing along the route • Fibre “Meet Me” points of presence along the route Network Rail • Feeds into the Manchester and Leeds Internet Exchanges Trans Pennine • 108km of 114km survey complete (95%) Fibre & 5G • 50% of mast site surveys complete • Remedial cable trough repair work underway
