EDRS targeted services Data relay services retrieving data from LEO satellites to ground – Very high data rate at 1.8 Giga bit per second through optical Inter- satellite Link (ISL) – High data rate of 600 Mega bit per second (Mbps) through optical ISL (possibility of data encryption on board GEO) – Medium data rate 150-300 Mbps through Ka ISL – Data provided to customers either directly to EDRS ground station (5-6 m antenna) installed on User Premises or via terrestrial links from EDRS Central Hubs Rapid Tasking service re-programming LEO satellites – A few kilo bits per second through optical ISL – Up to 1 Mbps through Ka ISL 5 ESA UNCLASSIFIED – For Official Use

AO process - Objectives and Principles Available resource on EDRS-C (power, mass, volume) is an opportunity to fly additional " payloads Does not need to be innovative or telecom related payload " “Embarkation” fee charged to the Hosted Payload provider covering: " Integration of the HP onto the host satellite, • Support of the host satellite manufacturer for ground testing, • Launch & LEOP, • Support of the host satellite manufacturer for IOT (command and control tasks) • Will bring needed financial contribution to the tight EDRS budget " Conditions for the provision of the hosted payload will be agreed in a “Mission " Implementation Agreement” between ESA and the HP provider Operations fee to be agreed with EDRS operator in a separate agreement " ESA UNCLASSIFIED – For Official Use

AO process - Funding " Embarkation fee The payload proponent must come with available funds to pay for • the embarkation fee Any source of funding private/public can be considered • Total/partial ESA contribution possible but needs to be backed up • with relevant ESA programme/directorate and corresponding national delegation " The development cost of the payload is outside the AO hosting Mission Implementation Agreement Could be partially covered by other parallel ESA development • contract to be indicated in the proposals ESA UNCLASSIFIED – For Official Use

AO process - Mission Implementation Agreement main principles " Hosted Payload will be a Customer Furnished Item (CFI) to be provided by the Proponent to the Agency, which will provide it to the EDRS Operator for integration and embarkation " Ownership of the HP will remain with the HP Provider " Intellectual Property Rights vested in the HP Provider will remain with the HP provider " Exclusive access and exploitation rights of the HP by the HP provider will be subject to separate Operational agreement between the HP Provider and the EDRS Operator " In case the HP is delivered late, the HP provider undertakes to deliver a dummy payload at no cost " Related frequency filing/licensing will be the responsibility of the HP Provider.   16. AO process - Key Inputs/Outputs " The proposal for the 21 st of October no longer requires a statement of compliance to the IRD-0. The rest of the proposal guidelines (chapter 8) remains valid. The IRD-0 provided in the AO is indicative and not yet final • The C-band mission was removed from the EDRS-C satellite since issuing the AO • " Additional inputs will be provided following first down-selection of HP proponents: An updated IRD-1 • and a draft MIA • " Following a Technical and Contractual dialogue, the final proposal will need to include additional key documents HP ICD version 0 • Hosted payload Test Plan (AIT and IOT ) version 0 • Revised Mission Implementation Agreement • ESA UNCLASSIFIED – For Official Use
