“Say therefore to the people of Israel, ‘I am the Lord, and I will bring you out from under the burdens of the Egyptians, and I will deliver you from slavery to them, and I will redeem you with an outstretched arm and with great acts of judgment. I will take you to be my people, and I will be your God, and you shall know that I am the Lord your God, who has brought you out from under the burdens of the Egyptians. I will bring you into the land that I swore to give to Abraham, to Isaac, and to Jacob. I will give it to you for a possession. I am the Lord.’” What’s going to happen? God is choosing a people! Exodus 19:4-6: “You have seen what I did to the Egyptians, and how I bore you on eagles’ wings and brought you to myself. Now therefore, if you obey my voice and keep my covenant, you shall be my treasured possession out of all the peoples. Indeed, the whole earth is mine, but you shall be for me a priestly kingdom and a holy nation...”
From the Ancient Near East (Modern Middle East) 1500-600 BC Purpose: to secure the allegiance of a vassal-king or state to the other partner, often another king or empire. “A formal legal-contractual agreement in which both parties have obligations and responsibilities to one another. In the great biblical covenants, God’s obligation is blessing and mercy to those who keep covenant with him; the obligation of his people is obedience, especially the obedience as expressed in loving God and neighbor” – Fee and Stuart
1. A preamble naming the author of the treaty ( I am the Lord your God… Exodus 20:2). 2. A historical prologue setting out the relations between the parties prior to signing the treaty. ([I] brought you out of Egypt … Ex 20:2). 3. Stipulations explaining the mutual responsibilities of the partners.
4. A document clause describing the treaty document and arranging for the vassal to read it at regular intervals (Deuteronomy 17:18-19; 31:9-13). 5. A list of gods witnessing the treaties. ( I call heaven and earth together to witness against you today… Deut 4:26). 6. Curses and blessings, threatening the vassal with illness, death, deportation, etc., if he breaks the treaty, but promising him prosperity and blessing if he remains faithful (Lev 26).

Scripture is the Covenant Canon! The Covenant defines the community.
Exodus 33:1-3; 14-16
God’s Presence lost at the Fall. Ex. 3 – God appears to Moses in the burning bush. 19 – God is on the mountain with Moses. The laws about the tabernacle are all about how to steward/tend/provide for God’s presence among them. Ch. 32-34 – Moses is in God’s presence at the top of the mountain; the people are worshipping a calf at the bottom of the mountain (who they call Yahweh). After this debacle, Moses pleads with God for his presence to remain b/c that’s what sets them apart! (33:15-16) Ch. 40 – The tabernacle is set and then filled!
The climax of the book: 40:34-38 Then the cloud covered the tent of meeting, and the glory of the Lord filled the tabernacle. Moses was not able to enter the tent of meeting because the cloud settled upon it, and the glory of the Lord filled the tabernacle. Whenever the cloud was taken up from the tabernacle, the Israelites would set out on each stage of their journey; but if the cloud was not taken up, then they did not set out until the day that it was taken up. For the cloud of the Lord was on the tabernacle by day, and fire was in the cloud by night, before the eyes of all the house of Israel at each stage of their journey.
