What are you Advocating for? How would you know? Example!! ➢ Leginfo.legislature.ca.gov – Text Search, Nursing(78), skilled nursing facilities, fees, etc. ➢ AB 890- Full Practice Authority Nurse Practitioners ➢ Why? 11
Why are you advocating for NPs Because: ➢ YOU are an RN and understand scope of practice – i.e.- standardized procedures ➢ YOU are part of the RN family that can be the health care solution. Describe how you work along side NP’s! ➢ What YOU do makes a difference in health care for Californians - better care, lower costs, improved access ➢ YOU are the RN champions of change and continued improvements in health care and access would occur with FPA NP’s 12
How!!! ➢ Know your legislator and/or the one you are visiting (party, leadership position, committees, previous legislative/issue decisions) ➢ Find your own district elected officials and communicate with them 13
Find You Elected Officials https://www.ca.gov/service/?item=look-up-my-representatives ➢ They need your nursing intelligence ➢ District and state offices/staffers ➢ Who and what are you representing ➢ Are you a constituent or are you a content expert influencing legislators on a piece of legislation? 14
How! ➢ In-person visits, letters, and emails are most persuasive if the legislator has not made a firm decision on an issue ➢ Content Experts bear more weight than lobbyist – so your visits are crucial ➢ How do you make your visit stand out? 15
Know the legislator You visit ➢ Website – what is their history/previous employment, family issues, top district concerns ➢ Committee – what committees, caucuses, leadership positions ➢ Past legislative decisions – voting record ➢ Word of mouth – what do others say ➢ Staffer – what specifics are they looking for 16

How! Compelling Message, Inspire and Influence ➢ Ponder, analyze and decide ➢ See, feel, decide ➢ Head, heart, health – evoke an emotion ➢ Use a 2-4 minute story, begin with the end in mind, what is the want? Opening – set the stage, paint the picture using adjectives, describe the struggle and play the underdog, surprise the legislator, introduce potential for success, make everyone a winner 20
The Message – an example ➢ RNs & NPs are the states secret weapon for health care transformation with a win for AB 890 – your support can make the difference, we request your “aye” vote ➢ APNs in 28 other states were granted full practice authority and have decreased costs, and improved care, particularly in primary care areas ➢ I work along side an NP in my hospital. Between us, our patients receive not only outstanding medical care treatment but necessary whole person care and coordination, so the patients receive their care at the right place at the right time. Oftentimes our patients remark that working with the NP is less stressful. The NPs spend more time with them and listen. 21
The Message – an example ➢ Have you been cared for by an NP? Wouldn’t you be glad to have a person that could diagnose and treat your medical needs as well as treat your psychosocial needs at the same time? ➢ FP NPs could exponentially add to the ability for California to provide primary care services in a more timely manner ➢ You can be the game changer, by acknowledging, FP NPs are an integral solution, with a yes vote on AB 890. 22
Follow your Bill ➢ AB 890 ➢ leginfo.legislature.ca.gov ➢ Bill search, tabs for votes, analysis, movement through committees ➢ Subscribe for email alerts when bill is heard, going to committees 23
California Legislative Process 24
Backroom Politics 25
Scope of Practice ➢ Confusion 26
What Does an RN Do? A Doc, a CRNA, a NP? ➢ What is an RN licensed to do different from any other professional? 27
How are we perceived? ➢ Most trusted but seen as “Functional Doers” vs. “thoughtful strategists” ➢ 2010 Gallup Poll, “Nursing Leadership From Bedside to Boardroom” Opinion Leaders’ Perceptions – IOM FON Report – Not perceived as important decision makers – None revenue producers – Not focused on preventive care – No single voice 28
