AGENDA REPORT Meeting Date: December 20, 2016 Agenda Item # ______ City Manager Approval: TO: Honorable Mayor and Members of the City Council FROM: Robin Kampmann, Interim City Engineer SUBJECT: ARC Alternatives Solar Feasibility Study Presentation RECOMMENDED COUNCIL ACTION: That the City Council receives the informational presentation of the Solar Feasibility Study Report presented by Arc Alternatives, Inc. SUMMARY: ARC Alternatives has completed the initial phase of investigation that analyzed the feasibility of various solar projects within the City of Red Bluff. The proposed presentation will provide a brief overview of the analysis, findings and potential next steps that the City can take if it so chooses to move forward with the project. PREVIOUS COUNCIL ACTION: Council awarded a contract to ARC ALTERNATIVES, in the amount of $19,905 for an evaluation of the physical opportunities and financial benefits that may be realized through the use of Solar Photovoltaic Systems at many of the City operated facilities on December 1, 2015. The supplemental appropriation was awarded for FY 15/16, which was not used in that year therefore a supplemental appropriation of $19,905, from the General Fund was authorized by Council on November 1, 2016 for the FY 16/17. DISCUSSION: The initial scoping discussions with ARC Alternatives contained several broadly defined tasks. The first set of tasks, the Feasibility Phase, is the initial phase of the investigation that analyzed the feasibility of the various projects. The Feasibility Phase of the consultant ’s evaluation contains the following tasks: 1. Data Review and Site Assessment  Constraints and opportunities related to each site  Non-financial pros and cons for different types of installations The City of Red Bluff is an Equal Opportunity Provider

  2. 2. Conceptual System Design  High-level conceptual system design  Model projected system output  Cost estimates 3. Regulatory Review  Determine PG&E implementation feasibility 4. Financial Analysis  Utility use and spend  Total cost for implementation and operation  Identify residual utility costs  Determine net benefit  Calculate net present value 5. Feasibility Report  Location, size and financial impacts  Phasing opportunities The Feasibility Phase of this project has been completed and a Feasibility Study has been prepared by ARC Alternatives, see exhibit A. The presentation by ARC Alternatives will provide a brief overview of the study and will provide an opportunity for the City Council to ask questions as related to the study and its finding.
