Adult Restitution Program • Roles of the Adult Restitution Program (ARP) � Monitor all supervised restitution orders; either by: • Working closely with Probation Officers providing updates on their offender’s restitution status, or • Supervising offenders directly when they are not ordered to report to a Probation Officer (“restitution only order”). � Provide information to victims regarding processes, and status of their restitution. � Act as a resource and liaison to probation officers, courts, police based victims services, and other collateral agencies. 3

Restitution Civil Enforcement Program • Roles of the Restitution Civil Enforcement Program (RCEP) � Takes the onus off the victim, at no cost, to civilly enforce an unpaid restitution order including: • Stand alone orders not monitored/not a condition of an offender’s probation order. “Pay direct to victim” restitution. • Supervised probation and conditional sentence orders that have expired without full payment. Further criminal charges could result however does not prevent civil enforcement. � Currently only available to individuals and non-profit community-based agencies. � Business and government agencies must proceed with their own civil enforcement. 4

Registering and enforcing a civil judgment • The process involved to get to the point of enforcement and seizure. � Registration at Court of Queen’s Bench � Trace letters and other searches • Victim’s ability to receive payment is dependent on: � Finding adequate information about the offender in order to possibly seize assets and income � Examples of success stories 5

Returned restitution cheques • The Provincial Courts in Saskatchewan receive thousands of dollars in returned restitution cheques each year due to incomplete or non- current victim addresses. • The RCEP has taken initiative to assist in locating these victims. • The program has seen success, using anything from Canada411 to social media, in reaching some of these victims. 6
