  3. BACKGROUND • Pilot started 02/01/18. • One social work post. • Co-located with Police MASH team and CYPS Triage. • Main function to process Adult Merlin reports. • Remove processing of Adult Merlin reports from Safeguarding cluster.

  4. PILOT OBJECTIVES • Improve outcomes for adults in Newham that come to police notice. • Develop and document processes for Police Merlin reports. • Evaluate resources required to manage Police Merlin reports. • Identify and evaluate options for future ways for Adult Social Care to manage Adult Police Merlin reports. • Identify gaps in Adult Social Care and other partners’ responses and pathways for reducing and delaying needs and safeguarding adults at risk.

Activity Analysis • 15,547 Merlin reports from April 2017 to March 2018. • 3673 Adult Merlin reports to ASC. • 88% of total generated. • Average of 306 per month or 70 per week. • 75% are or have been known to Adult Social Care. • 38% of adults open to a named team in Adult Social Care. • 59% present with ‘mental health’ issues.

Themes • Quality Assurance – practice. • Quality Assurance - Contract Monitoring. • Secondary prevention/early intervention. • Multi disciplinary risk management approach for ‘frequent flyers’. • Adult Safeguarding – S42 enquiry duty. • Working with other partners to focus on prevention – CYPS,ELFT and Police. • Commissioning ‘gaps’.

Initial Conclusions • There is value to ASC from issues raised through Police Merlin reports; • Co-location and dedicated role improves outcomes. • Principal value around prevention and quality assurance rather than adult safeguarding enquiry duty; • Improved information sharing and joint working with Police, Children’s Services and others.

  8. Ongoing areas of development • Further proactive engagement with partner organisations in order to improve preventative strategies. • Missing Persons Police procedure and links with Adult Social Care to be strengthened • Pathway and criteria for sharing information with Contract Monitoring Team to inform future intelligent commissioning. • Implementation of electronic data records for accurate picture of ASC MASH activity to provide assurance relating to effective outcomes

  9. Decisions made after pilot completed and full time resource agreed • The pilot becomes a permanent role/function • Function requires two social workers and access to administrative support. • One post should have decision making authority. • Trial MDT coordination of meetings for ‘frequent flyers’. • Trial use of Contact Forms to Supporting Care Team. • Team takes responsibility for all high risk forums including: Marac; MAPPA, IOM and NHRP.
