ADS-B Countdown Date: May 7, 2019 Fleet Readiness and the Vital Role of Local Outreach Presented to: Presented by: 64 th Wisconsin James Kenney Aviation Conference Flight Technologies and Procedures Division
Automatic Dependent Surveillance – Broadcast [ADS-B] • Is a state of the art surveillance system [think ATC] that uses GPS position data and a series of ground stations to provide better and considerably more accurate information to ATC. • Is the foundation of FAA’s NextGen modernization of our air transportation system which will increase safety along with capacity and efficiency increases. • After January 1, 2020, aircraft that operate above 10,000 feet or in the airspace surrounding busy airports [class B and c airspace] will require ADS-B out equipment installed. • Aircraft that avoid this airspace are not required to equip, however, many benefits exist for those who equip. 2
Automatic Dependent Surveillance – Broadcast [ADS-B] • ADS-B in is not required by regulations. • ADS-B in provides pilots with no-cost traffic and weather information. • ADS-B information should be readily available to businesses that can benefit from its use. 3

SWIM – System Wide Information Management • Is a cloud based data sharing platform that allows data producers to publish once and users access the information they need through a single connection. • Types of data published: (for example) 1. Runway Visual Range 2. Tower Data Link Services 3. Electronic Flight Strip Transfer System 4. Airport Surface Detection Equipment, Model X 5. Standard Terminal Automation Replacement System 6. ERAM Flight Data (20 Centers) 7. Weather Data 8. Aeronautical Data 9. Traffic Flow Data 8
SWIM – System Wide Information Management (2) User Community: ➢ TFMS ➢ TBFM ➢ STARS/TAMR ➢ ERAM ➢ External Consumers – via the National Security Gateway Full Implementation Expected by 2023 Benefits: ➢ SWIM makes it possible to have access to real-time, relevant aeronautical, flight, and weather information so users (both within the NAS and outside of the NAS) can respond faster and more accurately. ➢ SWIM helps to reduce implementation and operating costs and increase agility for the air traffic community … to do more with less . ➢ SWIM creates collaboration opportunities across borders and with industry to address some of aviation's most complex problems 9
Airports Helping GA & BA • Local and transient aircraft are at-risk, if not equipped • States – Aviation officials are encouraged to engage and energize state airport councils and airport operators to get involved in outreach • Airports and Businesses – Airports can share FAA information with their businesses – Businesses and airports can promote awareness • Our Ask – Please enlist airports and airport businesses to disseminate FAA information to their clients – Together we can help the aviation community comply with the mandate and reap the benefits of ADS-B technology 10
Airports Helping GA & BA • Airports located within the Mode C veil of Class B airspace and within class C airspace may loose based aircraft if they choose not to equip. • ATC authorization to operate non-ADS-B equipped aircraft in this airspace will likely be difficult to obtain. 11
